THE POSITION

The Department of Transportation, District 11, is seeking a qualified candidate with a comprehensive knowledge of construction processes, techniques, and best practices for transportation projects, including roads and bridges. In this role, your leadership abilities will be essential for effectively managing project teams and resources while fostering a culture of safety and compliance within the organization. This is a fantastic opportunity to become our Transportation Construction Manager 1 and make a significant impact on our projects.




DESCRIPTION OF WORK

In this role, you will provide management services to ensure compliance with contract documents, departmental policies, and federal regulations for straightforward Locally Sponsored Federal or State Aid projects. Your duties will include supervising the inspection of materials and workmanship for construction improvement projects within Engineering District 11, which involve pavement reconstruction, single-span bridge structures, and limited interchanges. It is crucial that all activities conform to the approved construction plans, standards, specifications, and contract documents.

You will also provide professional guidance during the Local Sponsor's Consultant Advertisement, assess the Consultant's technical and financial proposals, conduct scoping field views, and carry out constructability reviews. Additionally, you will manage project field staff and assist the Local Sponsor by offering consultative support to administrative and managerial personnel, as well as design and engineering consultants, through the interpretation of contracts, plans, and specifications. Moreover, you will clarify technical details related to materials, procedures, and principles pertinent to structure and roadway transportation projects.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
  • You will work closely with vendors and work hours may change based on vendor availability.
  • Telework: You may have the opportunity to work from home (telework) part-time on an ad-hoc basis. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Bridgeville. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • This position may be eligible for alternate work schedule (AWS)
  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $59,345 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of experience as a Transportation Construction Inspector Supervisor (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Four years of experience in construction inspection, including one year in a supervisory capacity; and graduation from high school or equivalent certification of formal training. Completion of a training program in construction inspection sanctioned by the using agency may be substituted for high school graduation. An Associate Degree in an engineering or closely related technology may be substituted for one year of the required non-supervisory experience; or
  • Any equivalent combination of experience and/or training which provides the required knowledges, skills, and abilities.

Other Requirements:

  • This particular position also requires possession of a Class C non-commercial driver's license
