The Salvation Army Midland Divisional Headquarters located in St. Louis, Missouri, is looking for a Volunteer Services Manager. The primary role of the Volunteer Services Manager is to increase volunteerism and assist Army units throughout the division in developing meaningful and effective relationships with our volunteer base.

This is a full-time exempt position, 40 hours per week, pay is depending on experience.

Essential Functions




  1. Above all, maintain a customer service mindset in every connection with officers, staff, the community and volunteers.
  2. Develop and implement volunteer recruitment and management policies and procedures.
  3. Establish annual goals and objectives for the volunteer services program with an emphasis on building operational capacity in the Greater St. Louis Area Command.
  4. Provide information, training, and support to Corps officers, staff, and Service Extension Unit personnel to identify volunteer needs, announce opportunities, and produce volunteer job descriptions.
  5. Manage volunteer intake and ensure that all candidates complete an application, are compliant with Army policies, and are placed in a role that aligns with their skills and interests.
  6. Manage a year-round strategy for recruiting groups of volunteers from corporations and community groups and share best practices, including training and templated materials, with the field.
  7. Meet or exceed established Bell Ringing Campaign volunteer hours and goals.
  8. Work with staff and committees to determine, organize, fill and manage all volunteer needs for various events throughout the year.
  9. Develop and implement volunteer recruitment, screening, training, placement, integration, and compliance plans to ensure volunteers are prepared and equipped to successfully complete assignments.
  10. Communicate consistently and effectively with all volunteers to foster relationships. Provide thorough instructions and ensure all volunteers are acknowledged in a timely manner.
  11. Monitor and maintain accuracy of all volunteer database records to provide timely and trustworthy reports as needed and requested.
  12. Maintain confidentiality and comply with Territorial Headquarters (THQ) volunteer policies, Safe From Harm training and background screenings, ensuring compliance for every volunteer.
  13. Maintain inventory of all bell ringing equipment (signage, aprons, bells, etc.).
  14. Connect with community organizations to ensure The Salvation Army has a consistent presence and can work across teams and organizations to maintain a strong volunteer base/groups.
  15. Create opportunities for volunteer recognition and appreciation.
  16. Be present at events outside of and in addition to "normal work hours" that require volunteer recruitment, management and coordination. Examples include National Night Out, Red Kettle Kickoff, National Commander's Challenge and any events with the goal of recruiting or oversight of volunteers.
  17. Serve as staff liaison to service-focused affinity groups within The Army, such as Echelon, our young professionals group.
  18. In emergency disaster situations, take on immediate and added responsibilities as Volunteer Coordinator to support the Army's Emergency Disaster Services team and recruit volunteers with urgency, ensuring a seamless experience.

Minimum Qualifications

Bachelor's degree in management, business, marketing/public relations or related area and four (4) years related work experience with one-year supervisory experience. Will consider a combination of education and experience. Previous supervisory or volunteer management experience is required. Must possess or obtain within this first year of employment a Certification in Volunteer Administration. Multi-site organization experience is a plus. Must be professional, personable and work well with people. Must have excellent written and oral communication skills. Requires valid driver's licenses, pass TSA MVR check and reliable transportation. Must have working knowledge and skill in computer software applications including word processing, spreadsheets and email. Experience with customer relationship management (CRM) software is a plus. Must be a team player, self-starter, able to handle several projects at the same time and perform well with minimum supervision. Must demonstrate ability to think independently and exercise sound judgment. Ability to work under pressure and deadlines especially during the Red Kettle Campaign. Able to work additional hours (potentially evening or weekend hours) as needed (i.e. during the Red Kettle Campaign).

Physical and Working Conditions

Must be capable of performing the above essential duties in an office environment to include using a computer, answering phones, etc., and off-site meeting with volunteer potentials and while on assignment. Work will be indoors in a temperature-controlled environment, as well as outdoors throughout the year.

Employee Status

Full-Time: Normal work hours will be determined with supervisor.
