Job Summary

The Office of the Commissioner of the Revenue is seeking a Real Estate Appraiser to perform a variety of professional residential real estate appraisals of moderate to very high complexity for real property taxation purposes.

Responsibilities: Perform professional work in the appraisal of homogeneous and heterogeneous as assigned, including those that go beyond the scope of the normal mass appraisal process. Analyze cost and market data to develop valuation benchmarks. Valuation benchmarks include terms of sale, date of sale, location, condition, quality, market transactions & trends, economic conditions and cost and depreciation schedules. Develop and maintain documentation of property files, benchmark sales data, and construction cost data, sale assessment ratio reports, coefficient of dispersion reports and other documentation necessary in the reassessment/assessment of assigned work. Uniformly apply valuation model factors developed for the reassessment process to ensure equity between new construction and existing properties. Value new vacant lots/parcels, or changes in existing properties with land benchmark factors to ensure equity in assessments with existing properties. Defend real property assessment administratively and at the Board of Equalization. Have basic working knowledge of the Land Use assessment program and affordable dwelling unit program (ADU).

Performs studies, training, procedural audits, and other performance activities. Completes research, compiles data, analyzes fiscal impact, and produces final product or remedy on special projects as assigned. May be called upon to lead a small team for a specific, short-term projects. Maintains detailed records for use by senior management. Provides direct support to Supervising Appraiser regarding quality control, assessment review, and training of appraisal staff.
The successful candidate will provide excellent taxpayer service in a challenging and fast-paced work environment while managing the valuation of properties within the assigned neighborhood. Will confidently interact with property owners, or their representatives to ensure local tax compliance and defend assessments.

Hiring salary will be commensurate with experience.


Minimum Qualifications

Any combination of education and experience equivalent to a bachelor's degree and at least three (3) years of real estate appraisal or assessment experience is required. Six years mass appraisal experience desired. Certified Residential Appraiser or Certified General preferred.

The Senior Appraiser should have a knowledge of market, cost and income approaches to value and demonstrate a proven aptitude in the fundamentals of mass appraisal. Practical application of assessment ratio studies, as well as land modeling and cost modeling concepts. Should have knowledge of computer applications related to assessment (Microsoft Office, CAMA, Pictometry, Multiple Listing Services, GIS), and basic concepts and terminology related to real property appraisal and taxation including knowledge of real estate markets, trends, and transactions. Additionally, have an advanced understanding of concepts, materials and terminology related to building construction, zoning codes and regulations.

Core skills: analytical and critical thinking, planning, and organizing, verbal and written communication, customer service, decision making, principles and practices of complex property appraisal. Additional skills include basic competency with methods and techniques of property ownership and deed research.


Job Contingencies and Special Requirements

Successful candidate will undergo criminal background, credit, and DMV record checks. Must maintain a valid driver's license in Virginia or regional state of residence. Employees are prohibited from participating in any outside activity, including private appraisals, which may be deemed a conflict of interest by the Commissioner of the Revenue. Ability to work in various outdoor weather conditions, traverse undeveloped land and tour construction sites. Occasional bending, stooping and light lifting may be required.
