Position Title: Vehicle Dispatcher

Location: Gulfport CRTC, Gulfport, MS

Employment Status: Full-Time Regular

FLSA Classification: SCA Hourly

*This position is contingent upon award of contract.

Position Summary:

The Vehicle Operations Specialist is responsible for maintaining and managing Vehicle Operations at Gulfport CRTC, Gulfport, MS. The job consists of: A) Scheduling and Dispatch, B) Utilization, and C) Operator Licensing.

Essential Duties & Responsibilities:

* Scheduling and Dispatch (Standard: Complete all actions to schedule and dispatch Training Fleet vehicles). The contractor shall attend all required scheduling and site survey visits as the primary point of contact for vehicle usage by visiting customers. Conducts Vehicle Operation Control Center dispatch operations by coordinating with installation customers for vehicle forecasting and scheduling. Validates operator licenses, qualifications, and AF Forms 1800 prior to dispatch. AF Form 1800 is also be checked upon receiving a vehicle back into the fleet to ensure it does not contain open discrepancies. Customer requests will be filled based on vehicle availability, customer need, and priority. The contractor will coordinate with Fleet Management office to ensure scheduled maintenance actions are completed prior to dispatch to minimize effect to customers. Upon receipt of customer request, the contractor shall provide Training Fleet vehicles IAW AFI 24-301, AFI 24-302, and CRTC policies. The contractor shall ensure the appropriate vehicles are issued for the request and allow only operation within the Permissible Operating Distance (POD) as approved by CRTC IAW AFI 24-301. Vehicle requests for operation beyond the established POD must have written approval by Vehicle Management office prior to dispatching of vehicle(s). All actions will be recorded in the Vehicle Operations system of record. A dispatch control board will be maintained to ensure uninterrupted dispatch activities in the event of a contract employee's absence. Other scheduling and dispatch requirements:

* Vehicle Control Program (VCP). The contractor shall manage the CRTC Air National Guard Base VCP and maintain a current Vehicle Control Official (VCO) listing IAW AFI 24-302.

* The contractor must coordinate short-term vehicle lease/rental agreements requests with the Vehicle Management office.

* Vehicle Utilization Recording (Standard: Record all mileage and fuel utilization in Fleet Management system of record). The contractor shall track all outgoing and incoming utilization for training fleet. Utilization information will be recorded for each dispatch action in the vehicle operations system of record. Monthly miles and fuel utilization will be recorded in the fleet management system of record. Air Force leased vehicle utilization will be monitored and a rotation plan utilized to keep mileage within established allowance determined by Vehicle Management office. Excess mileage will be reported to the Vehicle Management office and COR. Other Vehicle Utilization requirements:

* Training Fleet Vehicle Care. The contractor shall be responsible for all monthly operator level maintenance checks, IAW AFI 24-302. The AF Form 1800 will be utilized to record completion by NLT the tenth calendar day of each month. Vehicles will be washed, vacuumed, and filled with fuel after each dispatch action. Vehicles will be waxed often enough to preserve the painted finish, but at least annually IAW AFI 24-302 and TO 36-1-191. The contractor shall ensure completed work information is input to the vehicle operations system of record. A parking plan will be utilized to help track the location of all Training Fleet vehicles when not in use by customers.

* Fleet Wash Facility. The contractor shall ensure the fleet wash facility is kept within industry standards. The fleet wash facility should be clean and serviceable. The contractor will report any discrepancies to the Vehicle Management office.

* Accident and Abuse. The contractor will coordinate with base Safety, Security, and Vehicle Management to complete all required accident documents. All accident documents will be stored in the permanent portion of vehicle history binder as well as in a digital folder. During incoming or outgoing dispatch, vehicle damage due to operator abuse IAW AFI 24-302 will immediately be reported to the Vehicle Management office.

* Government Operator Records & Licensing (Standard: Maintain accurate records. Report provided monthly). The contractor shall issue, and maintain records for, all U.S. Air Force Motor Vehicle Operator Identification Cards. Issuance will be based on receipt of all required forms and signatures from authorized Government representatives IAW AFI 24-301 & 24-302. Records will be maintained in the approved Vehicle Operations system of record. A monthly report of current and expired licenses will be provided to the base Vehicle Control Officials, or upon request.

* All other Duties as assigned.

Education, Experience and Skill Requirements:

* High School Diploma or GED.

* Military Dispatch (3-5 yrs.)

Preferred Education, Experience, and Skills

* USAF Military Dispatch (5-7 yrs.)

Skills, Knowledge and Abilities

* Capable of collaborating with Senior Leaders.

* Skills in monitoring program progress against execution of plans, metrics and desired outcomes, assessing and identifying capability gaps and opportunities for improvement to enable a culture of high performance, and managing multiple complex programs in a fast-paced environment with many partners and stakeholders.

* Ability to work as part of a team with strong interpersonal skills.

* Strong command of Microsoft Office and ability to produce deliverables that carry a "stamp of excellence."

* Able to understand, adhere to and enforce corporate values, policies, procedures, and standards.

* Good interpersonal and communication skills.

* Good business writing and oral communication skills.

* Fluent in English (reading, writing, speaking, and comprehension).

* Better-than-average skill in current versions of MS Office (Word, Excel, Outlook).

* Capable of passing background investigation and periodic drug testing.

Additional Qualifying Factors

* Must be authorized to work in the US

* Possess a valid driver's license (any state), ability to operate a motor vehicle, able to provide clean driving record and current vehicle insurance coverage.

* Eligible for access onto military installations following background and security checks.

* Flexibility with work schedule is mandatory because it impacts the ability to support and serve military.
