Position Summary
This position leads a team focused on international student recruitment and compliance within Strategic Recruitment and Outreach, a division of Enrollment Management. The Director is responsible for executing strategic priorities to meet the University of Illinois Chicago's recruitment and enrollment goals for international students at the undergraduate, graduate, and professional levels. The Director develops, in partnership with other university offices, policies and guidelines for the use of third-party recruitment agents and oversees campus-wide compliance. This role includes strategic planning, data-driven decision-making, and collaboration with university stakeholders to streamline processes and enhance recruitment outcomes.

Duties & Responsibilities

  • International Recruitment Drive the creation, execution, and ongoing review of the university's international recruitment plan in collaboration with the Executive Director.
  • Establish best practices for international student recruitment and promote alignment of recruitment activity and strategies across campus.
  • Conduct market analysis and identify strategic opportunities for organic international recruitment efforts.
  • Develop and execute strategic recruitment initiatives, including on the ground outreach, digital campaigns, and partnerships with U.S. and international organizations.
  • Work with campus stakeholders to reduce barriers to international student application completion, admission, and yield.
  • Conduct market analysis to identify opportunities and assess key performance indicators, using data to adjust recruitment efforts and strategies accordingly.
  • Represent UIC at international recruitment events, including school visits, fairs, and conferences, which may require periods of extensive travel.
  • Establish best practices for international student recruitment and collaborate with campus partners to enhance recruitment strategies.
  • Develop and manage a team of international recruiters, ensuring efficient and effective outreach.
  • Advocate for policy improvements that support international student enrollment and retention.
  • Agent/Third-Party Compliance and Vendor Management Develop, implement, and monitor a comprehensive, university-wide compliance policy for the use of third-party recruitment agents in collaboration with University Counsel and other stakeholders to ensure adherence to industry best practices, legal requirements, as well as data privacy, taxation, and regulatory requirements for international recruitment.
  • Establish and guide campus units through a centralized business process for the contracting with third-party recruitment agencies.
  • Other duties Define the purpose and goals of the international recruitment advisory group.
  • Coordinate campus-wide international recruitment advisory group.
  • Represent the Office of Strategic Recruitment and Outreach on international-focused campus committees.
  • Provide ongoing professional development for recruitment and admission staff on international student recruitment strategies, policies, and compliance.
  • Perform other related duties and participate in special projects as assigned.


  • Minimum Qualifications
    Bachelor's Degree Required

    7-10 years of experience leading a team in admissions, recruitment, or international student services required.

    Preferred Qualifications
    Master's degree preferred.

    Direct experience managing international recruitment preferred.

    Strong familiarity with global education trends, demographic shifts, and international student mobility.

    Experience analyzing, interpreting, and reporting data to inform recruitment strategies.

    Expertise in technology platforms including the Slate CRM preferred.

    Experience in compliance management, policy development, and vendor contract negotiation.

    Commitment to diversity, inclusion, and supporting international student access to higher education.

    Exceptional public speaking, communication, writing, and presentation skills.

    Experience managing travel and resource budgets, HR functions, and performance evaluations.

    Knowledge of university policies, FERPA regulations, and international recruitment best practices.Engagement with professional organizations such as NAFSA, AIRC, or ICEF is preferred.
