The Role

As the Lead Advisor, Child Health Task Force, you'll be responsible for the overall management of the Child Health Task Force (CHTF) Secretariat and ensures the Task Force's mission; provide leadership, program management, stakeholder engagement, and coordination; determines the overall strategy, goals, and objectives in collaboration with stakeholders; monitor and report progress; ensure the technical integrity of child health programs featured under the Task Force's learning agenda; and supervise members of the Secretariat team. You will adopt a strategic leadership role to operationalize the Secretariat, including consolidating agreed-upon changes to the TF structure and subgroups.

What You'll Be Doing (Essential Duties)

Leadership and Managerial Oversight (35%)



  • Provide strategic leadership and technical, operational, financial, and managerial leadershipfor the successful running of the Task Force activities


  • Develop and manage work plans and budgets, track activities, and monitor and report on performance
  • Plan and coordinate with support staff knowledge management, including disseminating tools and lessons learned, and promote their uptake by other organizations
  • Ensure the alignment of the CHTF agenda with EWENE, PMNCH, CHDP, etc.
  • Support the Steering Committee and subgroups in fulfilling their mandates and aligning with other initiatives and programs contributing to child health and well-being
  • Identify risks, monitor challenges, and adjust work plans accordingly so that the CHTF's strategic objectives are delivered in a timely manner


Partnership Relations (25%)



  • Serve as primary Global Child Health Task Force representative and as the primary contact and liaison for all Task Force stakeholders, including establishing and maintaining management relationships with partners, negotiating scopes of work, regular communication, and information-sharing processes
  • Coordinate efforts with countries, funders, implementers, the private sector, and strategic funding initiatives such as GAVI and the Global Fund to support the unfinished child survival agenda
  • Coordinate the CHTF and CSA efforts, including sharing lessons learned to inform external and domestic programs and funding decisions


Technical Quality Assurance (25%)



  • Ensure technical standards are in place to vet the integrity of child health programs disseminated through the Task Force
  • Review and approve technical content shared on the Task Force website and other communication channels
  • Identify short-term technical assistance, develop scopes of work, and recruit and support appropriate expertise as required
  • Oversees consultants in implementing and reporting progress and other technical documents


Administrative Compliance (5%)



  • Ensure efficient administrative and financial processes in full compliance with Save the Children and donor standards, protocols, and guidelines, and maintenance of adequate internal controls
  • Participate in financial reviews and budget tracking in collaboration with the Finance and Operations staff to ensure that programmatic goals are met with the financial resources available


Resource Mobilization (10%)



  • In collaboration with Technical Advisors and Awards Managers, manage the process for design, costing, and packaging of concept notes and proposals for the CHTF


Required qualifications for the role



  • Minimum of a Bachelor's degree or equivalent experience, plus at least 10 years of relevant experience managing public health programming
  • Experience in overseeing or managing a global task force with direct management of staff
  • Significant experience managing budgets and workplans, and engaging directly with donors
  • Ability to think creatively, solve problems
  • Demonstrated diplomatic, management, and communication skills to liaise and advocate with governments, donors, thought leaders, and other key stakeholders/public health professionals, including other implementing agencies
  • Demonstrated successful experience coaching, leading, and developing staff
  • Excellent oral and written communication skills in English is essential
  • Willingness to travel internationally and domestically up to 10% of the time
  • Professional proficiency in MS Office suite
  • Professional proficiency in spoken and written English


Preferred qualifications for the role



  • Advanced Public Health or clinical degree


  • Experience with health systems strengthening with emphasis on child health programming
  • Previous experience in adaptive management approaches
  • Second language (French, Spanish) a plus


Compensation

Save the Children is offering the following salary ranges for this position, dependent on candidate location:



  • Geo 1 - NY Metro, DC, and other locations with labor costs significantly above national average: Target Salary for this position is $131,750 - $147,250 base salary
  • Geo 2 - Locations around the US National Labor Cost Average: Target Salary for this position is $119,850 - $133,950 base salary
  • Geo 3 - Locations significantly below the US National Labor Cost Average: Target Salary for this position is $107,950 - $120,650 base salary


The salary ranges listed above are for US based candidates. For candidates located outside of the US, salary ranges will be based on the salary scales of the local employer of record. Actual base salary may vary based on, but not limited to, relevant experience, base salary of internal peers, business sector, and geographic location (more information on job structure is available here).
