About the Position

The Water & Waste Management Division Manager provides guidance and leadership related to all initiatives of a comprehensive countywide environmental water and waste management division by supervising a professional staff who perform technical skills protecting the health, safety, and environment of the citizens of Maricopa County.The Water and Waste Management Division is made up of a diverse set of programs that include Water & Wastewater Treatment, Subdivision & Infrastructure, Solid Waste, Drinking Water Compliance, Onsite Wastewater, and Swimming Pool Construction and Compliance. This position works closely with Department leadership and coordinates regularly across County departments and with State and federal partners to ensure Maricopa County residents can enjoy living in safe and healthy communities.

We Require

  • Bachelor's degree in Engineering (Civil, Structural, Chemical, Environmental, Mechanical, etc.), Landscape Architecture, Surveying, Hydrology, Environmental Science, Geology, or a related field

  • Seven years of engineering experience, including two years of supervisory or management experience

  • Engineering experience with water and wastewater infrastructure, including water treatment plants, wastewater treatment plants, water distribution systems, and/or wastewater conveyance systems

  • Postgraduate degrees or professional-level-related experience may substitute for the education or experience on a year-for-year basis

  • Registration as a Professional Engineer (PE) by the Arizona State Board of Technical Registration or by the technical board of another state, with the ability to obtain Arizona registration within six months of employment

  • Experience working as a Professional Engineer in a regulatory setting or similar public organization

  • Management experience that includes the direct oversight of multiple program/unit engineering supervisors and managers

Job Contributions

  • Supervise and evaluate the work of Engineering Supervisors and other professional and administrative staff; plan, assign, and direct project tasks and division activities; effectively recommend personnel actions, including hiring, disciplinary actions, performance evaluations, training, and scheduling; ensure timely and accurate completion of assignments while supporting staff development and adherence to established goals and objectives

  • Provide technical consultation to internal and external stakeholders on complex and high-profile issues; interpret and explain rules, regulations, and technical standards; assist staff in developing timely and effective solutions; conduct field or site visits as needed to assess challenges and recommend appropriate actions

  • Oversee technical and administrative functions related to design manuals and engineering standards; manage the development of detailed technical plans; supervise product testing, documentation, and acceptance processes; and provide direction to consultants to ensure compliance with project requirements

  • Provide guidance, training, and performance oversight to staff; review and develop individual capabilities; motivate and mentor team members to support achievement of objectives and continuous improvement

  • Develop, administer, and monitor the Division's operating budget to ensure efficient use of resources and alignment with organizational goals

  • Apply engineering expertise to evaluate the impact of emerging technologies, regulatory changes, and industry standards on operations and projects

  • Oversee environmental compliance processes to ensure projects meet all applicable state and federal regulatory requirements

  • Represent the assigned department at various meetings with other government agencies and the public

  • Other job duties as assigned

Working Conditions

  • This position is eligible for hybrid flexibility after a brief training period

  • Exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly, or requires walking or standing to a significant degree

  • Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
