Program Manager - Protection

Summary:

The Program Manager - Protection will report directly to the Director of the Program Management Office (PMO) and be responsible for all aspects of operations, management, growth and development of the projects assigned. The Program Manager manages all staff across the project to achieve associated corporate goals, revenue targets, and objectives within budget and on schedule. The Program Manager monitors and controls performance, staff utilization metrics, financial oversight, and manages risk and quality assurance across all assigned projects.

Job Duties:

Provides project leadership, management oversight and coordination for tasking, ensuring successful contract execution, customer care is managed, and that deliverables and goals meet, or exceed expectations. Assist corporate leadership in the overall presentation, implementation, and execution of the organization's strategic plan. The Program Manager ensures consistency and coordination among tasks, assignments and activities required to successfully complete project goals.



  • Assesses workload and manages staffing levels for all full-time, part-time, and contract labor to minimize costs and maximize revenues. Ensures technical quality and appropriate experience levels are maintained for consistent performance and continuity of operations across the division.
  • Always ensures that contract staffing remains a close as possible to 100%.
  • Supports project related human resource objectives including recruiting, candidate selection, orientation, training, scheduling, coaching, counseling, and disciplining employees in accordance with ATS policies, and communicates job expectations to subordinates and sub-contractors.
  • Maintains relevant job knowledge by participating in educational opportunities, reading professional publications, maintains personal networks, and participates in professional organizations.
  • Meets financial objectives by developing an annual project budget. Forecasts expenditures and revenue, monitors profit/loss ratios to maximize profitability, analyzes variances, and initiates corrective actions as required.
  • Works to achieve corporate revenue and growth targets. Project growth will be weighted against performance bonuses annually.
  • Identifies and manages risks with allocated resources or as contractual specifications are modified.
  • Develops and monitors quality assurance and quality improvement programs, promotes process improvement, and ensures compliance of applicable security procedures as required by contracts and organizational regulations.
  • Documents positive and negative actions of project staff in the Human Resource systems.
  • As a primary customer point-of-contact, maintains a collaborative relationship with the customer and related agencies. Ensures all required status reports, to include but not limited to monthly status reports (MSR), and quarterly program management reviews (PMR) are submitted on time.
  • Contributes to proposal writing as requested, negotiates contract modifications, and enhances project and corporate reputation by exploring opportunities to add value to job accomplishments.
  • Works to achieve at least 100% direct charge coverage across ATS client contracts.
  • Develop and mature customer relationships. Look for and cultivate new business opportunities for ATS with government agencies and potential teaming partners.
  • Performs additional duties as required.


Basic Qualifications:



  • Bachelor's Degree.
  • PMP Certification (or ability to acquire certification).
  • 3-7 years of experience in project and program management with various government and commercial customers.
  • Demonstrated management and leadership motivating project teams in both functional and matrixed organizations.
  • Competency in financial management to administer budgets in a matrixed organization and ensure the program meets its requirements for return on investment.
  • Travel as required to support the project, ATS, and maintain client relationships.
  • Demonstrated excellence in writing and communications skills.
  • Contract management experience.


Preferred Qualifications:



  • Master's Degree
  • HSEEP course graduate
  • Military or DHS experience preferred.
  • FEMA ICS 100, 120, 130, 700 and 800 course graduate.
  • Experience in Simulation and Common Operating Picture (COP) Software
  • Highly competent in MS Office Products.

Working Environment:

The usual daily work conditions will be in an office environment located at Joint Base San Antonio. The job requires occasional lifting of computer and other equipment, generally not in excess of 50 lbs., usually in connection with equipment transport to off-site locations for exercise events. The exercise support staff typically travels with a high degree of frequency. Travel to training exercise locations regularly includes CONUS and/or OCONUS travel (where applicable). Exercise duty may include extended work periods beyond 12 hours; air travel in excess of 18 hours on a single aircraft; outdoor working conditions; and driving for extended periods to work sites.
