Roles & Responsibilities:
- This position reports to the Executive Director, Project Management Unit and is responsible for assisting the Executive Director with designing and conducting evaluations to support decision-making across the department.
- Work with the Executive Director and program staff across the department to develop evaluation tools utilizing both qualitative and quantitative methods to ensure a comprehensive assessment of health programs. This involves working across the department to help design and track evaluation strategies, including surveys, interviews, and focus groups. Collaborate with program staff across the department to create SMART and SMARTIE metrics to evaluate outputs, outcomes, and impact. Assist with establishing and updating Key Performance Indicators(KPI). This role will ensure program evaluations across the department can provide robust insights into program effectiveness, participant experiences, and overall impact, enabling informed decision-making and continuous improvement in health services.
- Identify appropriate data sources and units of measurements needed to adequately assess program outcomes and achievement of goals. Collaborate with program staff to validate, standardize and verify data, as well as collect adequate sample sizes required for stratification, all to ensure inclusive, high quality, accurate reporting. Analyze the outcomes of evaluation methods to assess the programmatic effectiveness and cost-effectiveness of the health programs under study. Conduct annual reviews of programs to ensure alignment and are meeting respective goals of the program, department, and external funders. Present findings to the Executive Director and senior leaders to facilitate informed decision-making and strategic planning.
- This role is responsible for collecting, updating, and tracking comprehensive health program metrics within the performance management dashboard/database. This includes systematically collecting, organizing, and updating data to reflect the most current program effectiveness metrics. Meet with program staff on a quarterly or ad hoc basis to identify challenges and problem solve to ensure all goals are being met. The role will ensure the evaluation process are clearly documented while maintaining an up-to-date and accessible database. It supports ongoing analysis and improvement efforts by enabling accurate tracking of updated key performance indicators and outcomes over time
- Facilitates Departmental learning by developing comprehensive training guides that detail the application of the evaluated methods and techniques; ensuring clarity and effectiveness in conveying best practices for their use. This role will serve as critical tool for staff, offering best practices, tools, and techniques for conducting thorough health program evaluations.
- Supervises a staff responsible for developing, analyzing, and evaluating data and public health programs; has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
Knowledge, skills, education, and/or experience:
- Excel, Tableau, SAS/SQL. Knowledge of Logic Models is required.
- Telephone, computer, copier, printer, scanner, fax, shredder, and various software programs Microsoft Office: Word, Excel, PowerPoint, Access, Outlook
- Ability to supervise assigned staff and plan, organize, and implement projects within the unit.
- Ability to write up results of such applications in an understandable manner for program managers.
- Knowledge of applied research techniques including model building, quantification and measurement, and hypothesis generation and testing.
- Knowledge of statistical software like SQL and visualization tools like Tableau.
