Statement of Purpose The Senior Director, Data and Analytics, leads the development and maturation of NIB's Data and Analytics function, a new and strategically important unit within the IT department. This role is responsible for establishing a cohesive enterprise data strategy, including the consolidation and standardization of data and analytics methodologies, platforms, and practices across NIB. A central priority of the position is to collaborate with stakeholders throughout the NIB enterprise and the broader AbilityOne program to inventory, understand, and align data assets, and to lead the implementation of enterprise data standards, taxonomies, and cataloging practices. The Senior Director will also guide the implementation of a modern data factory architecture to support the appropriate distinction, movement, and use of data across operational (OLTP) and analytical (OLAP) environments. Additionally, this position will engage with data-consuming communities across the organization to ensure data is accessible, well-presented, and aligned with business needs. As a member of the IT leadership team, this position works closely with peers across IT operations and delivery to ensure data is a shared, strategic asset that supports mission success and operational effectiveness. Education Undergraduate degree in appropriately related curriculum. MBA is desirable. An equivalent combination of education and experience may also be acceptable. Training and Specialized Knowledge

- Ability to build strong trusted working relationships with internal and external business customers and executive level management.
- Advanced proficiency in Microsoft Excel, including data modeling, pivot tables, Power Query, and complex formula development for analysis and reporting.
- Experience with modern Business Intelligence (BI) tools such as Power BI, Quicksight, or equivalent platforms for creating dashboards and visual analytics.
- Proficient in data analysis programming languages such as Python or R for data transformation, automation, and statistical analysis.
- Strong knowledge of ETL concepts, tools, and practices, including experience designing and managing data pipelines and integration workflows.
- Familiarity with cloud-based data platforms (e.g., Azure, AWS, or Google Cloud) and modern relational database management systems (RDBMS).
- Practical experience in designing and implementing dimensional data models, including star schema structures to support OLAP environments.
- Understanding of OLTP and OLAP system distinctions and experience supporting data factory or data lake architectures for enterprise-scale data movement and transformation.
- Solid knowledge of statistical methods and benchmarking techniques; synthesizing complex and diverse information and anticipating and effectively solving multifaceted problems.

Experience Minimum 12+ years of progressive experience in enterprise data strategy, business intelligence, analytics, and information systems within complex organizations, preferably with exposure to federal or mission-driven environments. Demonstrated success in planning, implementing, and managing enterprise data and analytics initiatives, including experience with data consolidation, data movement across OLTP and OLAP environments, and modern data architecture approaches such as data factory models. Proven experience leading cross-functional data projects, collaborating with both technical teams and business stakeholders to align data capabilities with strategic goals. Expertise with tools and technologies including Microsoft Excel (advanced), SQL, data analysis programming (e.g., Python), BI platforms (e.g., Power BI, QuickSight), ETL tools, and modern RDBMS. Familiarity with cloud-based data ecosystems (OCI, Azure, AWS, or GCP) and the implementation of star schema and dimensional modeling. Strong leadership, communication, and organizational skills, with the ability to translate complex data requirements into actionable insights. Familiarity with ERP data and workflow structures, preferably within Oracle-based environments, is desirable Travel Up to 10% of time Specific Duties and Responsibilities
- Lead the Data & Analytics Function - Establish and grow NIB's Data and Analytics unit, aligning resources, tools, and priorities to enterprise needs and the broader AbilityOne mission.
- Develop and Execute Data Strategy - Drive a cohesive enterprise data strategy that standardizes analytics methodologies, promotes common data practices, and enhances organizational decision-making.
- Implement Data Architecture - Oversee the design and implementation of a modern data factory architecture to support movement and transformation of data between OLTP and OLAP environments.
- Inventory and Align Enterprise Data - Conduct a structured inventory of data assets across NIB and AbilityOne to inform planning, promote reuse, and support enterprise integration.
- Support Forecasting and Business Planning - Build and maintain models, forecasts, and revenue projections to support annual business plans and strategic decision-making.
- Improve Data Presentation and Access - Partner with data-consuming communities to ensure data is accessible, intuitive, and actionable through dashboards, reports, and self-service tools.
- Advance Metrics and Performance Insights - Develop and maintain operational metrics and dashboards that support process visibility, strategic alignment, and performance measurement.
- Enhance ERP Data and Processes - Manage processes for ERP data integrity, reference data stewardship, and changes to functional reports and business rules.
- Enable Continuous Improvement - Lead contributions to the CPI Business Process Operations Council (BPOC), applying data and analysis to improve process outcomes.
- Drive Data Quality and Governance Practices - Define and enforce data standards, taxonomies, and data quality practices in coordination with business and IT stakeholders.
- Mentor and Develop Talent - Build a high-performing team through effective supervision, mentorship, and training aligned to evolving organizational needs.
- Collaborate Across IT Leadership - Work closely with IT peers to ensure data capabilities are aligned with broader operational, delivery, and cybersecurity priorities.
