Job Purpose:
The IT Program Manager will serve as the Government's primary point of contact and provide leadership, oversight, and direction for all personnel and task orders. This individual will also serve as the transition manager for the contract, ensuring smooth and effective program initiation, execution, and closeout. The PM will be accountable for the quality, timeliness, and efficiency of all technical and business processes executed under the BPA.
The IT Program Manager will provide overall responsibility for planning, organizing, directing, controlling, staffing, and reporting on all contract activities, while ensuring compliance with program requirements and alignment with Government objectives.
Responsibilities:
- Serve as the Government's main point of contact for all program-related issues, concerns, and communications.
- Act as Transition Manager during contract start-up, ensuring effective knowledge transfer and operational continuity.
- Oversee the performance of all task orders under the BPA, including technical delivery, business processes, schedules, and deliverables.
- Provide strategic leadership in planning, organizing, directing, and managing resources to achieve contract objectives.
- Assign and monitor tasking of Contractor personnel, supervise technical efforts, and ensure quality control across all task orders.
- Maintain proactive engagement with the Government, anticipating risks, identifying programmatic challenges, and recommending solutions.
- Lead program reporting, ensuring accurate and timely updates on performance metrics, financials, and deliverables.
- Manage manpower utilization, training, problem resolution, and employee relations, including coordination with teaming partners and subcontractors.
- Ensure compliance with quality assurance and performance monitoring standards, including user satisfaction tracking and issue resolution.
- Serve as a trusted advisor to senior Government officials, delivering presentations and written documentation that communicate technical and programmatic status effectively.

Requirements:
- Bachelor's degree in Computer Science/Engineering, Information Systems, Business, or a related field.
- Minimum of 10 years of program management experience, including at least 7 years in an Enterprise IT environment.
- Active Program Management Professional (PgMP) or Project Management Professional (PMP) certification.
- Proven experience managing and controlling complex IT architectures involving multiple operating systems, databases, networks, communication subsystems, and managed service environments.
- Demonstrated ability to supervise and lead diverse technical teams, manage substantial operations, and integrate enterprise-level IT systems.
- Experience implementing and maintaining quality assurance and customer satisfaction programs.
- Strong written and verbal communication skills, with experience briefing and advising senior Government stakeholders.
- Demonstrated experience managing audits, including financial reviews and Assessment and Authorization processes.
- Experience in problem-solving, manpower utilization, training, and employee relations, including coordination with subcontractors.
