Town of Lexington We are currently accepting applications for the full-time position of: Superintendent of Highway, Equipment & Drains Department of Public Works Anticipated Hiring Range: $91,912- $103,885 annually Excellent benefits package The REQUIRED Town of Lexington application form and cover letter must be received in the Town's Human Resource Department. Summary Performs supervisory, technical, and administrative work and responsible for street maintenance and repair, snow removal operations, construction and repair of drainage systems, other Highway and Drain maintenance repair functions and activities, and the repair and maintenance of Town vehicles (excluding Police and Fire). Performs all other related work as required. Essential Functions The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position. * Supervises and provides direction to the Highway and Equipment divisions of the department. * Schedules services that pertain to the Town's MS4 permit which includes street sweeping and catch basin cleaning. Schedules BMP and SWPPP inspections and work related to inspections. * Maintains and repairs all traffic signals, signs and street lines on the roadways and bikeway. * Oversees the snow and ice program in the Town. This includes the scheduling of Town staff and contractors for snow events, and the procurement of supplies necessary for the snow program such as road salt, deicing liquids, and related items necessary for the Town's Snow Program * Responsible for sidewalk maintenance and replacement. The Town replaces approximately $800K in sidewalks annually. * Maintains the Town's storm water drainage system. * Responsible for the repair and maintenance of all Public Works and some Town Office vehicles and equipment which totals about 150 pieces of equipment. * Manages and monitors the Highway, Equipment and Snow budgets. * Administers policy and enforces division rules, regulations, work methods and procedures. Develops specifications for new equipment and vehicle purchases. Develops and submits recommendations. * Develops specifications for new equipment and vehicle purchases. Develops and submits recommendations. * Maintains current knowledge of vehicle and equipment maintenance, repair and purchasing through attendance of seminars, and literature review. * Regular attendance at the workplace is required. * Performs other similar or related duties, as required or as situation dictates. Supervision Supervision Scope: Performs varied and responsible functions requiring a working knowledge of departmental operations and the exercise of judgment and initiative, particularly in situations not clearly defined by precedent or established procedures. Supervision Received: Works under general supervision of the Manager of Operations, following department rules, regulations, and policies, requiring the ability to plan and perform operations, and to complete assigned tasks according to a prescribed time schedule. Refers all questionable cases to supervisor. Supervision Given: Supervises 17 full-time employees and 65 employees and Contractors during snow operations. Recommended Minimum Qualifications Education, Training and Experience Associate's Degree in engineering, additional technical training, and five to seven (5-7) years of increasingly responsible experience in construction, vehicle/equipment maintenance and repair, including five (5) years of supervisory experience; or any equivalent combination of education and experience which provides the required knowledge skills and abilities to perform the essential functions of the position. Special Requirements: Class B Commercial Driver's License (CDL) preferred OSHA 10 Knowledge: Knowledge of methods, materials, and equipment used in construction, maintenance and repair of street surfaces, curbs, and drainage structures. Knowledge of road and drainage construction. Working knowledge of the occupational hazards and safety precautions of the trade. Must be educated in snow and ice removal and acquire all materials available for snow and ice treatments. Working knowledge of heavy and special equipment operation and mechanics. Working knowledge of construction, maintenance, and repair activities Ability: Ability to manage, direct and coordinate the operations of a highway, drains and equipment maintenance operation. Ability to delegate and distribute personnel. Ability to direct, coordinate and review the work of subordinates. Ability to follow proper methods, procedures, and safety precautions. Ability to establish and maintain working relationships with subordinates and superiors. Ability to evaluate status of vehicles and equipment. Skills: Excellent supervisory skills. Skill in the operation of heavy equipment and in the operation and maintenance of equipment used in the Public Works Department. Proficient skills with computers and varied software applications such as GIS, MUNIS, Internet, Email, Microsoft Suite, database, and spreadsheet applications. Job Environment * Work is performed in both office and field settings on construction sites, in the equipment shop and on the road. While performing the duties of this job, the employee is regularly exposed to weather extremes, loud noise, and moving mechanical parts, and encounters fumes, gases, dust, or cleaning solutions. The work environment is moderately quiet in the office and loud in the field. On-call operations one week per month. Position is on call 24/7. * Operates an automobile, heavy and light trucks, heavy equipment, power and hand tools, computer, calculator, telephone, copier, facsimile machine, and other standard office equipment. * May have access to confidential information of the department such as official personnel files. * Interacts with town departments, contractors, vendors, and the general public. * Errors could result in personal injury/loss, injuries to other employees, delays or reduced level of services, monetary loss, damages to building and/or equipment and possible legal repercussions.
