Position Summary
Will support the lifesaving National Weather Service AWIPS Program through Program Increment (PI) Planning readiness, PI events and PI execution to ensure successful PI execution. Will support ART level coaching for Delivery Teams, Leadership and stakeholders to improve SAFe practices for increased value delivery. Communicate with stakeholders, escalate impediments, help manage risks, and drive continuous improvements.

Position Description

  • Facilitates and supports the Agile Release Train (ART) enterprise processes and program execution, escalates impediments, manages risk, and helps drive program-level continuous improvement.
  • Responsible for facilitating program events such as Release Planning, Inspect & Adapt, the Scrum of Scrums and the Portfolio leadership meetings.
  • Ensures mission execution, leads and facilitates teams through development and delivery, guides the transition to and implementation of SAFe, acts as Agile Product Owner Sync and Scrum of Scrum Master, and is an Agile and SAFe facilitator at the Portfolio, Program, and Team levels (Value level, as applied).
  • Supports the ART and value stream relentless improvement, addresses Lean-Agile, ART and value stream anti-patterns, and applies RTE coaching essentials and leadership.
  • Ensure alignment between business objectives, program vision, and technical delivery.
  • Assists in defining architecture requirements and establishing standards for design and development.
  • Provide visibility into progress, risks, dependencies, and delivery metrics to leadership and stakeholders.
  • Serves as primary technical resource to development team.
  • Provide transition processes and plan(s) for moving functionality from a developmental environment to an operational environment. Plans include documents such as an implementation plan and a deployment plan.

Required Skills

  • 8+ years of IT experience
  • 3+ year's enterprise level experience of applying SAFe
  • Hands on experience with SAFe
  • Experience with Information technology project management.
  • Demonstration of deep understanding of Branching and merging strategies
  • Expert in SAFe and DevOps operating procedures and associated infrastructure as a code (IaC)
  • Strong facilitation, leadership, and coaching skills.
  • Proven ability to manage cross-team dependencies and program-level risks.
  • Excellent communication and stakeholder management skills.
  • Experience with cloud-native development (AWS, Azure, or GCP), microservices, and DevSecOps practices.
  • Must be a US Citizen or Lawful Permanent Resident and able to pass a background investigation to obtain a security badge to enter the applicable government facility.

Desired

  • SAFe Professional certification
  • Familiarity with weather, climate, or geospatial systems (e.g., AWIPS, NOAA, or other mission-critical platforms).

Education
BS in Computer Science, related discipline, or equivalent. SAFe (Scaled Agile Framework) Professional certification

Location
This position supports work at NOAA's Silver Spring and College Park, MD facilities and may be performed remotely with 0-25% travel.

Compensation
The salary range for this role is $62,000 - 275,000/year. This range is a good faith estimate based on similar roles across the organization. ERT uses several factors when extending an offer, including but not limited to, the position's scope and expected duties, a candidate's work experience, education/training, and key skills.
