Norris' Group Care Programs include both a Residential Unit and a Shelter Unit providing treatment, educational, and therapeutic recreational services to youth ages 12 through 17 and their families. Youth receive services related to mental health emotional behavioral disorders, problematic sexualized behaviors, AODA, and trauma, including physical, sexual, emotional abuse or neglect. Norris is currently seeking two individuals to fulfill the role of Hall Manager - one for our Residential Care Program, and one for our Shelter Program at our beautiful Mukwonago, WI campus. Job Summary Under the supervision of the Chief Program Officer, the Hall Manager (HM) oversees the day-to-day milieu and operations of Residential or Shelter Services and its respective buildings in accordance with Norris policies, protocols, and procedures, licensing requirements, placing agency expectations and best practice standards. The HM ensures the hall milieu and services address youth needs according to their personalized plans (i.e., treatment, learning, guidance, etc.), helps employees implement trauma informed principles, uses and teaches de-escalation techniques, and serves as an overall resource for the halls and leadership team. The HM directly supervises all Hall Supervisors. The HM fulfills on-call responsibilities on a rotating basis as well as periodically serves in the Leader on Duty (LOD) role. The HM ensures cultural responsiveness to the ethnic and cultural diversity of youth, families and employees while effectively communicating and promoting the philosophy, goals, policies, and procedures of Norris. As a 24/7 treatment program, the HM position requires the individual to work a flexible schedule in order to support the needs of their halls and the program and understands that their schedule is subject to change to meet the program's evolving needs at any time, including nights, weekends, and holidays. Leadership
- Understands and articulates the Norris mission, values and vision that works to promote safety, permanency and well-being for youth.
- Understands, implements, and models Norris' trauma-informed care philosophy and interventions at a high level; is effective in maintaining a calm, pleasant, and enriching environment.
- Maintains a reliable system of organization and demonstrates effective time management skills.
- Overall responsibility to manage the day-to-day operations of the hall that result in quality practice and long-term program viability according to agency protocols, licensing requirements and accreditation standards.
- Ensures scheduling of direct care employees including finding coverage in the event of unexpected staffing shortage or high youth needs on the hall. This includes filling in on the hall, as necessary.
- Is responsible for ensuring a safe, yet fiscally responsible, employee-to-youth staffing level including managing employee overtime.
- Demonstrates fiscal responsibility by managing monthly hall funds for activities, clothing needs, etc., timely and accurately. Ensures receipts are kept and submitted to the Business Department within established timeframes.
- Responsible overall for the needs of the hall to ensure youth receive quality care, employees are supported and the day-to-day environment promotes a safe and secure place for youth to heal.
- Demonstrates the capacity to anticipate the future, articulate direction and unify the efforts of others based on assigned projects.

Supervision
Administrative:
- Provides consistent support and guidance to Hall Supervisors, and direct care employees to ensure service provision meets program, contract and regulatory expectations and is consistent with the overarching goals of ensuring safety and well-being.
- Completes performance evaluations on-time for all direct reports per Norris policy.
- Delegates in a thoughtful and deliberate manner to meet the needs of the hall and to assist in the development of leadership skills.
- Monitors employee compliance with Norris training requirements.
- Is effective in utilizing the Norris Employee and Program Handbooks as a resource and consultation tool for guiding and directing employees.
- Works collaboratively with Program Leaders and Human Resources to support employee personnel and performance needs.
Supportive:
- Works collaboratively with direct reports in order to develop personalized professional development plans as well as support and arrange opportunities for ongoing professional development and growth.
- Provides weekly or bi-weekly consultation and supervision to direct reports, based on personalized professional development plans.
- Knows and recognizes significant life events (birthdays, years of service, etc.) for direct reports in an effort to nurture positive employee engagement.
Education:
- Understands, implements, and models CPI philosophy and trauma-informed care and clinical interventions at a high level.
- Facilitates employee training as needed to include orientation for new employees and ongoing training requirements for existing employees.
- Convenes and participates in team and leadership meetings as well as youth staffings.
- Models appropriate interactions, skill development, decision making, and intervening when youth are in crisis ensuring the hall behavior management system is understood by all employees and executed with fidelity to Norris practice models.
- Works collaboratively with the Training & Recreation Therapy team in order to ensure ongoing training needs are supported for all team members.
- Demonstrates the ability to connect with direct employees in a timely manner, following classroom training in order to help support the transfer of learning process and reinforce skills and concepts.
Treatment Planning
- Knows, implements, and provides input on each child's treatment plan.
- Assists in the clinical assessment process with youth and ensures employees are implementing personalized sensory intervention plans (e.g., Safety, Guidance, Learning Plans).
- Collaborates with clinicians, teachers, youth liaisons, youth advocates and other professionals as needed, to ensure services and medications are provided in accordance with youth treatment/safety/guidance/learning plans.
- Assists in the implementation of therapeutic group and social skills training.
- Assists in the development and facilitation of therapeutic activities which enhance personal treatment plans (to include psycho educational group facilitation, planning/implementation of family activities and trauma informed interventions).
- In collaboration with the Hall Supervisors, and the Training & Recreation Therapy team, ensures the hall's activity plans are thoughtfully developed in advance and followed 7 days a week.
Quality Assurance & Documentation
- Has full understanding of licensing (DCF 52 and 57) and accreditation standards for group care settings, acts to ensure compliance, and seeks to implement best practices daily.
- Ensures services provided by employees consistently uphold licensing requirements, internal policies and procedures as well as best practices in accordance with accreditation standards.
- Ensures proper and timely administration and storage of medication as well as monitors accurate and timely reporting of any medication errors.
- Primary Medication Passer: Required to administer medications as a regular occurrence in day to day job functions, including Leader on Duty responsibilities.
- Ensures direct care employees ("Youth Care Specialists") are assigned to each youth and that these employees work closely with the youth in order to maintain individual standards around accreditation and licensing (e.g., adequate clothing, appropriate diet, consistent contact with important persons outside of Norris, recreational, spiritual and cultural opportunities, etc.)
- Actively works toward improving the overall performance of the program by identifying innovative, responsive solutions based on data trends or patterns.
- Ensures physical environment in accordance with State rules and regulations as well as accreditation standards ensuring the hall is safe, clean and orderly.
- Ensures follow-up with IT and maintenance departments, as needed.
- Utilizes program metrics to understand the strengths and areas identified for improvement both in the assigned halls and program as a whole.
- Regular collaboration with QI team members as needed for questions and consultation.
- Provides accurate and professional documentation of incidents including allegations against staff and other paperwork (e.g., team meetings, individual employee meetings, etc.) per Norris protocol.
- Verifies medication distribution is documented clearly and accurately.
- Ensures timely completion and approval of employee payroll, time off, etc.
- Ensures employee work and daily activity schedules and menus are current, accurate, and posted in plain sight on the hall.
Training & Professional Development
- Works closely with the direct supervisor to create and maintain a Professional Development plan as a means to actively and continuously engage in improving one's knowledge, skills & professional practice.
- Seeks self-understanding and has the ability to access and evaluate information related to cultural and human development.
- Completes the required Child and Youth Care Certification within 18 months of hire.
- Completes all required Initial and Orientation training as required by DCF 52, licensing, CARF, and Norris protocol.
- Completes all required Continuing training as required by DCF 52, licensing, CARF, and Norris protocol.
- Attends all agency-wide training and meetings as required.
- Assists Training & Recreation Therapy team with ensuring all training requirements for team members are met. Provides coaching, support and mentoring as necessary in order to ensure timely completion of all training requirements.
- Actively engages in professional and personal development which includes self care and establishing healthy and safe boundaries with youth.
