The Maryland Port Administration (MPA) is a 205-employee transportation business unit within the Maryland Department of Transportation (MDOT) and is the public face of the Port of Baltimore. MPA was created by the Maryland General Assembly to increase waterborne commerce through the ports in the state. The Port of Baltimore plays an integral role as an economic generator and job creator, in addition to maintaining our nation's supply chain and moving vital goods to industries and consumers. General Role Description:
MPA is seeking a motivated, positive, detail-oriented, and driven Procurement Manager and/or Procurement Director professional to join the MPA's Office of Procurement. The primary responsibility of this position is to lead, manage, and oversee procurement staff, operations, and programs in order to provide MPA with all aspects of procurement and contract management services necessary in support of MPA's operating budget, capital programs, federal and state grants, and other intergovernmental agreements.

Essential Duties and Responsibilities:
Some of the essential duties of this position include, but are not limited to the following:
  • Develop, solicit, evaluate, and award all MPA procurements in compliance with federal and state procurement laws, regulations, policies, and procedures.
  • Direct, coordinate, and review activities and documents of procurement officers and staff to ensure timely procurement consistent with state procurement approval processes and budgetary restrictions and requirements.
  • Oversee, manage and coordinate matters involving budget, personnel, staffing, employee rights and obligations, hiring, discipline, leave, pay, office equipment and supplies, and work environment of the Office of Procurement.
  • Develop, coordinate and review information, reports, and support provided to MPA management, Maryland Department of Transportation, Maryland Port Commission, Maryland Board of Public Works, and other State agencies.
  • Perform the roles and obligations of a procurement officer, including preparing documents, conducting pre-bid conferences, bid openings, debriefings, and other meetings with bidders and contractors.
  • Monitor contract administration and vendor performance; resolve or supervise resolution of conflicts and disputes with vendors/contractors; recommend and execute necessary actions, including contract termination; resolve payment issues.
  • Formulate, implement, guide and control the development of agency policies and procedures pertaining to procurement processes, contract administration, and related fiscal matters

  • Provide advice to management on pending legislation, regulations, and policy changes; testify on legislation when required.

The current vacancy exists at the Baltimore World Trade Center. This position reports directly to the MPA Deputy Executive Director of Administration & Environment.

Qualifications

Preferred Qualifications:

Education:
A Bachelor's degree from an accredited college or university.

Experience: Ten (10) years of professional public sector procurement, or private sector contracting experience, which includes activities such as developing, soliciting, evaluating, negotiating and awarding procurements, advertising procurement opportunities, distributing specifications to vendors, coordinating bidder evaluation committees, conducting vendor debriefings, serving as the Procurement Officer for contracts, and monitoring contract performance, eProcurement management, professional certification or procurement business operations.

Four (4) years of this experience must have involved the supervision of other employees.

The Ideal Candidate will possess two (2) years of experience working in the Federal Government.

Notes:

1. Additional directly related work experience may be substituted for the education requirement on a year-for-year basis for up to four years of the required education.

2. Possession of a Master's degree in a related field may be substituted for up to two years of the required non-supervisory work experience.

3. U.S. Armed Forces military service experience as defined under the Preferred Qualifications may be substituted for the required education and experience on a year-for-year basis.



Licenses & Certifications

1. Employees in this classification are assigned duties which require the operation of a motor vehicle. Employees will be required to possess a motor vehicle operator's license valid in the State of Maryland. All applicants MUST list their driver's license number and expiration date on the application.

2. Employees in this classification will be required to obtain and maintain a Transportation Worker Identification Credential (TWIC) to gain unescorted access to Maryland Port Administration facilities.
