Description

JOB SUMMARY: Provide contract specialist services to complete acquisitions activities relating to the award and administration of contracts.

PRIMARY DUTIES:



  • Assist program personnel & CORs in preparing written acquisitions plans.
  • Provide internal & external customer service on procurement requests for the acquisitions of services, supplies, equipment, maintenance, etc.
  • Review procurement requests to determine appropriate contracting method, contracting type, negotiation authority and any other required documentation/required approvals prior to solicitation.
  • Determine current evaluation terms that provide the most advantageous awards for the government.
  • Evaluates quotes, bids or proposals received; determines responsiveness of bids, financial responsibility of offerors.
  • Prepares pre-performance and/or post award briefings as required or necessary to internal & external customers.
  • Issues and formalizes, on a timely basis, contract awards, task orders, delivery orders, modifications, close-outs, and CPARS entries.
  • Maintains documentation on the performance status and the stage of the contracts issued throughout its period of performance.
  • Immediately initiates and/or replies to urgent & non-urgent correspondence pertaining to contractual actions that must be signed and reviewed by the CCO.
  • Provides advice & assistance to contractors related to policies and procedures associated with the acquisitions regulations without committing the government.
  • Attends meetings held by the CCO.
  • Provides guidance & technical assistance to OCA acquisition personnel as needed, as well as sharing knowledge with the contract specialist team in the Area Office.
  • Assists the Chief Contracting Officer on providing data to complete any special reports of various kinds, i.e., annual printing report, quarterly GPC report and any other report that may come down from headquarters for immediate response.
  • Selects Clauses.
  • Develops and prepares solicitations based on program office requirements and determines the appropriate method solicitation method.
  • Assists in developing and training new employees to comply with Indian Health Services and Health and Human Services (HHS) acquisition regulations.
  • The maximum level of flexibility will be allowed as the level of work can fluctuate depending on fiscal year timing and other dependent variables.
