POSITION SUMMARY The Operations and Workforce Development Manager is a key role within the UC Health Division at the Office of the President. This position will report to the UC Health Chief of staff within the immediate office of the Executive Vice President of UC Health. The Operations and Workforce Development Manager is a dynamic and engaging leader responsible for overseeing administrative operations and workforce development for the UC Health division. This role ensures efficiency in operational processes, fosters a high-performing and engaged workforce, and leads strategic workforce planning. The incumbent will oversee IT, facilities, procurement, and travel and entertainment functions, while also providing leadership in human resources, talent acquisition, onboarding, and staff engagement. Additionally, this role is a point of contact for UC Health personnel at all levels of the organization to broadly understand employee climate and cultivate a culture of respect, belonging, and collaboration. The incumbent is adaptable and regularly responds to a variety of issues, handles sensitive consultations expeditiously and diplomatically, applies a breadth of institutional knowledge to optimize processes and employee experience; builds relationships with key constituencies and stakeholders; identifies, formulates and advises on policy and implementation; and exercises sound judgement in selecting methods, techniques, and evaluation criteria for obtaining results. The role advises employees, managers, and executive leaders on best practices and develops plans to optimize operations and employee performance and engagement. Responsibilities
- 25% Division Operations: Manage operations for the UC Health division to ensure they are conducted in accordance with University policies and UCOP protocols in areas including facilities, travel/expense reimbursement, vendor management, contracting and general office management. Review, maintain, and develop divisional procedures to ensure efficiency, streamlining, and best practices. Liaise with UCOP Operations to ensure operational effectiveness for the division, in the areas including, but not limited to IT, HR, Finance, Facilities, Procurement, Travel/Entertainment, and others. Implement and advise on UCOP process improvements to ensure alignment within division, consider impacts to resources and existing processes, communicate and manage changes. Consult with systemwide leaders to enhance division strengths and address challenges to improve overall organizational effectiveness. Ensure a safe office space for on-site employees - order and maintain supplies and coordinate facilities maintenance. Conduct resource planning to support space management - identify space needs and coordinate with facilities team across the system. Conduct assessments of the operations to identify areas of risk and develop mitigation plans. Communicate with the division, manage list servs, Box, and other resources to ensure employees are aware of division-wide updates and have access to division information. Participate in task forces and committees to stay connected with UC Health and UCOP. Develop reports and presentations for distribution to division and leadership.
- 25% Human Resources: Provide human resources leadership on behalf of the division. Engage and consult on Human Resources issues, working with UCOP Human Resources and division staff to develop effective solutions to personnel issues. Lead recruitment, hiring and onboarding processes on behalf of division leadership. Oversee the promotion, equity, success-planning, and performance review processes and advise managers on best-practices. Develop and conduct best-practice onboarding of new employees including cross-divisional coordination with HR, IT, facilities, and others as needed. More broadly, develop tools / protocols to evaluate periodically staff needs and concerns, and develop action plans to address as appropriate. Evaluate HR personnel policies and support local implementation to ensure adherence by division staff. In partnership with UCOP HR, advise managers on accurate application of HR policies. Develop and implement communication plans to apprise staff of relevant updates re University and Departmental activities, as well as policy changes. Complete organizational needs assessments, develop resource plans, and design organizational structures that align with strategic priorities of the division. Conduct succession planning reviews and develop pathways for professional development across the organization. Develop reports and presentations for distribution to division and leadership. Maintain org charts, staffing lists, and future resource/hiring plans.
- 25% Workforce Development and Engagement: Foster a collaborative workplace culture that values perspectives and ensures equitable opportunities. Develop a workforce strategy and implement tools and frameworks to assess staff needs and optimize workforce planning. Support and guide managers in best practices for team cohesion, professional development, and staff support. Lead culture and engagement initiatives to enhance employee experience and retention. Lead staff engagement for on-site and remote staff, including in-person connection/town hall days. Work closely with the UCOP and UC Health workgroups to develop and implement initiatives for the division. Ensure communication pathways for UC Health staff exist; maintain division websites, list servs, and other channels to support connection and information sharing.
- 25% Division Strategy and Project Management: Provide project management to implement projects and policies that impact the UC Health division, operational efficiency, and workforce effectiveness. Support development and tracking of the annual division strategic plan - work with leaders to track and maintain goals and report out on progress. Provide guidance and support to departments in the implementation of UC procedures. Ensure compliance with UCOP, UC, and other policies and regulations. Provide back-up division administrative and EVP support for the UC Health Chief of Staff. Identify areas for business process improvement and efficiencies. Document processes and implement locally. Serve as point person for UC Health events. Liaise with division members on their events to share best practices. Ad hoc projects as assigned.
Required Qualifications
- Minimum of 8 years of progressive leadership in operations, human resources, and workforce development in a complex organization.
- Leader in human resources with direct experience administering complex employment policies and regulations.
- Proven leader in organizational effectiveness and design of organizational structures to support strategic needs.
- Sophisticated experience in culture development, employee engagement, and change management.
- Direct experience assessing operations to optimize efficiency and improve processes.
- Experience in successfully negotiating contracts and directing agreements with other institutions, vendors, community enterprises to drive efficiencies across a large organization.
- Expert skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques.
- Expert communication and interpersonal skills to communicate effectively with all levels of staff and influence, both verbally and in writing.
- Demonstrated ability to proactively analyze complex situations and issues creatively and critically, devise strategies for addressing them, and produce clear and effective communication initiatives and materials.
- Demonstrated advanced strategic thinking and consulting skills in guiding the organization toward workable strategies and solutions.
- Excellent interpersonal skills and a high level of emotional intelligence -- to interact effectively and develop and maintain productive working relationships with an array of diverse interests, individuals, and constituencies. Ability to exercise political acumen and work collaboratively and productively with individuals having varying work styles and personalities. Client services oriented, with excellent listening and critical thinking skills.
- Strong analytical skills that demonstrate the ability to guide research and inquiries into complex and emerging areas of budget and financial resources.

- Proven ability to maintain confidentiality with regard to sensitive issues and information and exercise discretion in dealing with sensitive or potentially sensitive topics.
- Advanced written, verbal and presentation skills for influencing and facilitating sustained change. Highly skilled in leading engagements from inception to conclusion.
Preferred Qualifications
- Knowledge of and experience with UC processes, protocols, and procedures preferred.
- Knowledge of and experience with the University of California and/or academic medical centers and/or other clinical/health care settings
- Advanced project management techniques, such as Lean Six Sigma or PMP, organizational design, and leadership coaching.

- Bachelor's degree in related area and / or equivalent experience / training
