Great Hillis seeking aSystem Migration Specialist in Washington, DC. This position supports Department of State's Capital Planning and Investment Control (CPIC) office which is charged with strategic oversight and effective management of IT resources. It ensures that these investments align with the agency's mission, strategic goals, and budget, while minimizing risks and maximizing returns throughout the IT lifecycle.The office fosters collaboration, transparency, and data-driven decision-making to ensure IT investments align with organizational goals and deliver value to the mission.

Roles and Responsibilities include, but are not limited to:



  • Engage with stakeholders to gather and document business requirements for portfolio management tools.
  • Research and evaluate a variety of portfolio management tools (e.g. Service Now) to identify the best fit for organizational needs.
  • Conduct comparative analyses of tools based on functionality, scalability, cost, and alignment with business requirements.
  • Present findings and recommendations to stakeholders for decision-making.
  • Design and implement data migration strategies from Oracle to the selected portfolio management tool, ensuring data integrity and accuracy.
  • Manage the migration lifecycle, including planning, testing, deployment, and post-migration support.
  • Develop integrations between the selected portfolio management tool and other systems.
  • Configure modules and functionalities within the selected tool to meet business requirements.
  • Create and execute test plans, including user acceptance testing (UAT), to validate system functionality and data accuracy.
  • Provide training and documentation for users to ensure successful adoption of the new platform.
  • Offer ongoing support and troubleshooting for integrations and system issues post-migration.
  • Stay updated on portfolio management tool features, best practices, and release updates to ensure optimal system performance.


Required Qualifications:



  • Education and Certifications:

    • Secret Clearance


  • Expertise:

    • Proven experience (typically 5+ years) in evaluating and implementing portfolio management tools.
    • Understand existing Oracle functionalities, processes, and data models to inform tool selection and migration strategies.
    • Expertise in data migration strategies and integration development.
    • Proficiency in configuring and customizing tools to meet business requirements.
    • Familiarity with government security standards and compliance requirements.
    • Proficiency in JavaScript, web technologies, and integration technologies like REST and SOAP.


  • Interpersonal skills:

    • Ability to work independently and collaboratively as part of a team, with strong client and project management skills.
    • Must be a self-starter with the ability to adapt to changing project demands.
    • Strong communication and problem-solving skills to effectively engage with clients and stakeholders.
