ASSISTANT DIRECTOR OF FINANCE

OFFICE OF PUBLIC SAFETY ADMINISTRATION

Finance Unit

Number of Positions: 2

(Additional vacancies possible pending budget approval)

Salary: $115,992.00 annually

Under direction, this person will help oversee and direct the fiscal, budgetary, accounting and payables functions for OPSA, which supports the Public Safety Departments for the City of Chicago (OEMC, CPD, and CFD), and performs related duties as required.

ESSENTIAL DUTIES



  • This position will oversee staff performing various financial functions including but not limited to budget management, reconciliation, auditing, cash management, treasury, accounts payable and accounts receivable.
  • This role with provide insight, guidance and recommendations on all corporate and grant related documentation for accuracy and approval.
  • They will be responsible for providing information to input into various financial applications and systems for corporate and grants.
  • The position will assist in the creation and processing vouchers and the reprogramming of funds, oversee the reconciliation of corporate and grant budgets, cost reimbursement packages, year end and close out.
  • Assists in planning and directing the work of professional staff engaged in managing, analyzing, and reporting on a department's financial matters (e.g., economic data, procurement and contracting processes, revenues and disbursements, issuance and refunding of bonds, long-term debt payments, fund investments, related accounts)
  • Assists in the development and implementation of policies and procedures to ensure operational efficiency
  • Participates in developing and revising accounting procedures to improve financial reporting of department receipts and expenditures
  • Assists in the design and implementation of new computerized accounting systems to improve the effectiveness of financial reporting
  • Assists in managing the coordination and preparation of grant, corporate and non-corporate budgets to ensure appropriateness of funding allocations
  • Assists in establishing and implementing internal audit systems and financial controls to ensure the appropriate use of funding
  • Assists in directing and authorizing the preparation of fiscal reports summarizing and forecasting the department's financial position


Additional duties may be required for this position.

THIS POSITION IS EXEMPT FROM THE CAREER SERVICE.

Qualifications

Minimum Qualifications

* At least three (3) years of supervisory experience in a role related to the responsibilities of the position; AND

* At least 15 semester hours in Accounting or Finance; AND

* Graduation from an accredited college or university with a Bachelor's degree in Accounting, Finance or a directly related field, PLUS at least five (5) years of professional financial management experience; OR



  • Graduation from an accredited college or university with a Master's degree in Accounting, Finance or a directly related field, PLUS at least four (4) years of professional financial management experience.
