Job Summary

Applies federal, state and/or University guidelines, policies and procedures in compiling, monitoring, analyzing and reporting on financial operations for the Steven J. Green School of International and Public Affairs (SIPA).

  • Assists in the preparation of the annual operating budget and forecast. Enters data in the financial system. Plans, develops and coordinates the annual operating budget in collaboration with the Director of Budget.
  • Compiles, monitors, analyze and generates reports on budgetary performance, including budget variances of the Steven J. Green School of International and Public Affairs.
  • Develops, reports and guides on fiscal policies and procedures within the Green School. Assists with the monitoring and review of fiscal records reports using the University's financial system.
  • Oversee startup and DSO accounts. Reconciles these files at month end. Submits monthly 604 payroll as requested by foundation, submits G1Y invoices and foundation scholarships as directed.
  • Assists with the development of new business proposals including the pricing structure of revenue generators, cost estimates and capital requirements.
  • Analyzes fiscal processes including but not limited to, profit and loss statements by compiling data and defining requirements. Ensures reports are readily accessible and easy to understand.
  • Performs financial transactions, as needed, and provides general guidance to support staff to ensure transactions are in compliance with federal, state and/or University guidelines, policies and procedures. Interprets policies related to fiscal activities. Applies relevant and approved policies and procedures to areas of responsibility. Ensure compliance with applicable regulations.
  • Provides advice, technical assistance and training as needed with regards to financial issues. Acts as a liaison with financial staff across business units and centrally to advise on financial issues, concerns or special projects. Performs accounting functions to include reporting, variance analysis, reconciliation and budgetary projections for accounts/funding sources as assigned.
  • Oversees scholarships and stipends.
  • Works closely with the SIPA HR team to ensure personnel allocations, moving and research expenditures are aligned to budget expectations.
  • Serves as the Total Contract Manager (TCM) within the Green School. Works in collaboration with SIPA departments with submitting vendor contracts in TCM system.
  • Works alongside the Grant Administrator in assisting faculty and researchers in processing and monitoring of project grant expenditures as needed.
  • Interprets and provides guidance to department staff to ensure transactions are in compliance with federal, state and/or University guidelines, policies, and procedures.
  • Interprets fiscal and accounting administrative rules and policies and recommends new and improved programs to effectively manage fiscal and accounting administration.
  • Serves as secondary financial approver for various departments within the Green School for expense reports, Travel Authorizations (TA) reports, University Credit Card and requisitions. Serves as Adjunct and overload contract approver at the Business Unit Level.
Minimum Qualifications

Bachelor's degree in related discipline and two (2) years of experience in related field or Master's degree in related discipline.

Desired Qualifications

Knowledge of advanced features in Microsoft Office Suite (with Pivot Table experience).
