This position is for Acquisition Program Management Support supporting tasks that touch every aspect of the acquisition process, including technology development and integration, program control, foreign disclosure, test and deployment, configuration management, production and manufacturing, quality assurance, and logistics support. Candidate must have a working knowledge of DoD acquisition processes and the analytical methods or techniques necessary to gather, analyze and evaluate information required by program managers.
The position is in support of the Long-Range Systems Division of the Armament Directorate on Eglin AFB. FL, specifically the Joint Air to Surface Standoff Missile (JASSM) Joint Program Office. The position, at the discretion of the customer, may offer a hybrid of remote and in office support. The candidate shall have Air Force, Army, and/or Navy Program Management Office weapons system acquisition program management experience. The candidate shall have knowledge of and experience with the acquisition process and DoD 5000.02 and all applicable acquisition program management processes. Candidate shall be a highly motivated, self-starter, able to work with minimal govt oversight and direction on day-
one.
Candidate shall be able to perform in a highly dynamic work environment, interface, effectively communicate, and create a cohesive team across functional areas such as contracts, finance, engineering, test, and logistics.
Responsibilities:
Program planning and execution:
* Works with Development, Production & FMS PMs for program execution
* Builds RFP packages, including SOW, SOO, FOPR, contract planning, financial planning
* Support and develop various briefings/schedules of program status and acquisition
* Support program management reviews, senior level meeting/reviews and IMS reviews
* Support implementation and execution of Agile software development processes in concert with Government and weapon system prime contractor
* Plan, evaluate and implement program acquisition strategies to meet DoD 5000.2 guidance.
* Develop program management documentation to support all phases of the acquisition life cycle
* Facilitate IPT meetings; informing Sr leadership with Course of Action (COA) briefs
Stakeholder management:
* POCs, offices, interactions, scheduling, meeting minutes
* Lead strategic alignment exercises within localized organizations (e.g. IPTs) and across enterprises
* Develop program management documentation to support all phases of the acquisition life cycle
Financial and Contract monitoring and Evaluation:
* Spend plans and forecasts, monthly vendor review of EV data
* Schedule analysis, including critical path, inclusion of risks, etc.
* Coordinates contract award schedules and milestones with contracting
* Coordinates with Finance on MIPRs
Risk Management:
* Coordinates with vendors for risk mapping, risk tracking, and risk mitigation strategies
Qualifications:
* 18 years acquisition experience or a Master's and 10 years acquisition experience
* Experience working DoD acquisition programs to include DoD contracting and program management strategies, generation of Justification and Authority (J&A) documents, Acquisition Strategy Plan, CDRLs, as well as assisting with creation of Statement of Objectives and Statement of Work for research and development (R&D) activities
* Have experience working on classified programs
* Be a self-starter, thrive in a dynamic environment, can accomplish high-level tasks independently, is skilled in problem definition, and work well with other team members, members of the Senior Executive Service and senior military officers
* Must have experience with collaboration tools including, but not limited to: Confluence and/or Jira
* Must have strong interpersonal skills, be capable of developing briefings and reports accurately summarizing program performance and addressing key issues for senior DAF and OSD leadership, and other DoD offices
* Extensive acquisition and contract management experience, specifically monitoring program execution and integration of complex programs and systems, and applicable Federal Acquisition Regulation * Knowledge of the Air Force Life Cycle Management Center's framework, directives, and policies
* Experience using Microsoft Excel and Microsoft Project for financial and schedule analysis of technology projects
* A successful candidate will possess excellent problem-solving skills, initiative, strong written and verbal communication skills, and the ability to collaborate effectively with cross-functional teams.
Desired Qualifications:
* Experience with Major defense acquisition programs.
Educational Requirements:
* Required: Bachelor's degree in engineering or business (if Business, must have at least 3 years of experience working on DoD contracts/programs having a heavy focus on engineering)
* Desired: Master's degree in engineering, science, technical analysis, or acquisition management with, or a related field. Certifications Desired:
* PMP * DAWIA Level III
Clearance Requirements:
* Top Secret
* Must be eligible for Sensitive Compartmented Information (SCI) access.
