Overview The Chief Executive Officer (CEO) is responsible for the administration, direction and coordination of all Hospital activities. He/she assures that all activities of Hospital are carried out as specified in Hospital bylaws and policies established or authorized by the Hospital Board of Trustees. The CEO delegates portions of his/her responsibilities consistent with sound operations and authorized policies and procedures. The CEO serves as the hospital's principal representative to the medical staff, the community, and other groups external to the operation of the hospital as well as a liaison between the hospital and UnityPoint Health-Des Moines. Responsibilities Carry out all policies, rules and regulations established by the Board of Trustees, as they may be amended from time to time; Periodic revision as necessary and submission to the Board and/or Executive Committee for approval of a plan of organization of the personnel and others concerned with the operation of Hospital; Preparation and submission, for approval, of an annual budget showing the expected receipts and expenditures, including a three-year capital expenditure plan, with periodic reporting to the Board on the financial performance of Hospital; Management of the human resources of the Hospital according to authorized personnel policies and procedures that conform to current laws and regulations. Selection, employment, control and discharge of all employees authorized by the budget. Development and maintenance of personnel policies and practices for Hospital and arrangement for them to be updated, and approved by the Board and/or Executive Committee, on an annual basis; Maintenance of the physical properties in a good state of repair and operating condition; Supervision of all business affairs such as the records of financial transaction, collection of accounts, allocation of resources, to assure that all funds are collected and expended to the advantage of Hospital; Implementation of the strategic goals and objectives of Hospital. Submission to the Board, or its authorized committees, periodic reports showing the professional service and financial activities of Hospital and preparation and submission of special reports as may be required by the Board; Providing information to the Board regarding federal, state and local developments that may affect Hospital operations; Attendance at all meetings of the Board, unless excused in advance by the Chairperson; Attendance at meetings of committees of the Board either in person or through a designated representative; Service as liaison officer and channel of communication for all official communication between the Board or any of its committees and the Medical Staff; Working with the Medical Staff and with all those concerned with the rendering of professional service to the end that quality care may be rendered to all patients; Representation of Hospital in its relationship with other agencies, organizations, and to the community at large; Appointment and designation of an individual authorized to act for him/her during any absence in accordance with hospital policy; Providing appropriate public notice of all meetings as required by state and local law; Rendition of required periodic reports to governmental and regulatory agencies; Assistance in enabling the Board to fulfill its governance function as required to fulfill Medicare Conditions of Participation and Iowa hospital licensure regulations; Active collaboration with UnityPoint Health to enhance and support continued growth of the relationship with UnityPoint Health and its affiliates in the hospital and the community. Undertaking other assignments as directed by UnityPoint Health-Des Moines or the Board, which further the mission of Hospital, including coordination of the relationship between Hospital and UnityPoint Health-Des Moines; Owe his/her duty of loyalty and fiduciary responsibility to the Board. Demonstrate initiative to improve quality and customer service by striving to exceed customer expectations. Practice reflects knowledge of HIPAA, JCAHO, OSHA and other federal/state regulatory agencies guiding healthcare. Demonstrate the ability to meet the department work schedule. Demonstrates the knowledge that patient and workplace safety is a priority by preventing errors, accidents and infections and reporting potential or actual concerns immediately. Qualifications Master of Health Care Administration, Master of Business Administration, or health-related Master's degree preferred. Bachelor's degree in an appropriate discipline required. Minimum of five years' experience in hospital administration or a health-related field. Knowledge of strategic planning, marketing, financing and delivery of health care services as normally acquired through a Master's degree in Hospital Administration, Business Administration or related degree. Achievement of American College of Healthcare Executives (ACHE) designation preferred. |
