Job Summary

JOB SUMMARY

Responsible for providing complex, critical corporate analyses requiring an elevated level of financial skills along with developing timely and accurate financial reports and operating data that assists management and executive leadership in making informed decisions. This position deals directly with the CEO, Vice-Presidents, Directors and outside stakeholders on issues critical to the success of the company. Responsible for financial planning, management of the budget process including the preparation, consolidation, and distribution of budgets and related financial reports; design and development of annual water rates and the cost-of-service studies for water rates, service fees and all cost allocations.

ESSENTIAL JOB FUNCTIONS

Develop and maintain the company's financial planning model, taking a critical role in utilizing the model to evaluate strategies and options related to water rates, operations, bond issuance, cash management and other critical decisions.

Determine data and reporting needs of the Company and develop spreadsheets, databases and other tools that meet those needs.

Conduct in-depth analysis of financial data contained in accounting, budget, and other key operating system reports, identifying emerging operating and financial trends and present findings to executive leadership.

Develop key presentations and financial reports for executive management, the BOWW and Metro Government. Also responsible for developing presentations for bond rating agencies which are critical to maintaining the Company's bond rating.

Give presentations on key financial, budget, and operating topics to executive leadership, the BOWW, representatives of Metro Government, rating agencies and other key stakeholders.

Coordinate and lead the quarterly Operating Status Meeting for management, including collaborating with the Executive Leadership Team (ELT) to develop the agenda and compiling the quarterly Operating Status Report book.

Ensure the timely development and preparation of annual operating budgets. Provide key analysis and make recommendations to executive leadership, considering operating and cash flow needs of the Company along with dividend obligations to Metro Government.

Develop and maintain complex and comprehensive cost of service models for the allocation of costs to water customer classes, integral to the development of the Company's water rates. Also responsible for the completion of other cost of service studies for service fees and cost allocations.

Develop annual water rate schedules utilizing cost of service modeling, cash flow projections, operating and capital needs, dividend targets and other key financial parameters, making recommendations to executive leadership for annual rate tariff to be presented to the BOWW.

Maintain a cash projection model to evaluate potential cash needs as well as potential investment opportunities.

Assist in the development of Executive Shared Operating Goals, Management Incentive Goals, and Corporate Goals. Evaluate goal results and report results quarterly.

Assist in updating the necessary documents related to Company bond issuances. This includes the Engineers Report and Preliminary Official Statement.

Monitor and provide directions on written correspondence, reports, charts, graphs, and other information prepared by staff for monthly, quarterly, and annual reports and publications.

Develop and maintain detailed records of federal grant funding, including reconciliation of billing and received funds. Collaborate with external auditors on single audits related to federal grants.

Effectively communicate in writing and verbally with internal and external customers, consultants, and Louisville Water's management and staff.

Responsible for meeting department goals; developing and maintaining standard operating procedures (SOPs) and productivity measurement systems; and developing and implementing process improvements that meet Louisville Water strategic objectives and provide an elevated level of customer satisfaction for internal and external customer needs.

Schedule, coach, counsel, and evaluate employees and ensure that they are fully trained and technically competent.

Perform other related duties as assigned.

SUPERVISORY RESPONSIBILITY

This position manages non-exempt and exempt employees and is responsible for the management performance of employees within the department.

WORKING CONDITIONS

Generally, works a 40-hour week in an office environment. Work is primarily sedentary using a computer for most hours worked. Occasionally travels between various company locations.

MINIMUM QUALIFICATIONS

Bachelor's degree in Accounting, Finance, or related field; and

Seven (7) years of experience in finance-related functions including budgeting, financial analysis, and preparation of financial and statistical reports; and

Three (3) years of supervisory or management experience; and

Valid driver's license.
