Loudoun County Department of Family Services seeks a dedicated, professional candidate for its Child Protective Services Trainer position. The successful candidate will join the prevention and protection services division and the diverse department that envisions better health, safety, and well-being for all. The Department supports individuals and families in the community to live their best lives while advocating for those most vulnerable and respecting their right to self-determination.

This position is eligible for a $3,000 hiring bonus in accordance with the County's Hiring and Retention Bonus Program.


Job Summary

Loudoun County Child Protective Services (CPS) seeks a dynamic and knowledgeable CPS Trainer to lead onboarding, professional development, and skill-building for all CPS staff-including those assigned to Investigations, Assessments, Intake, and In-Home Services. This position is essential to strengthening service delivery, ensuring compliance with policy, and promoting a consistent, trauma-informed approach to working with families.

Key Responsibilities:

  • Develop and deliver trainings on:
    - CPS Investigations, Family Assessments, Intake, and In-Home Services
    - Safety and Risk Assessments, Service Planning, and Progress Monitoring
    - Motivational Interviewing, Forensic Interviewing Basics
    - Cultural Humility, Bias Awareness, Evidence-Based, and Trauma-Informed Practice
    - Case documentation and engagement strategies
    - Determining validity for Intake Referrals
    - Relevant laws, CPS policy, and guidance from VDSS

  • Train Staff on Systems & Tool Instruction:
    - OASIS (Virginia's child welfare system)
    - COMPASS (County case management)
    - SafeMeasures (Performance/data tracking tool)
    - Create visual aids, job aids, and tutorial content

  • Onboarding & Coaching
    - Implement structured onboarding plans for all CPS roles
    - Provide ongoing coaching and mentorship for new and tenured staff
    - Offer just-in-time trainings based on needs, trends, or identified skill gaps

  • Curriculum & Program Development
    - Develop and revise manuals, learning guides, e-learning modules, and handouts
    - Conduct training needs assessments and gather feedback from staff and supervisors
    - Evaluate training effectiveness and make data-informed adjustments

  • Collaboration & Engagement
    - Partner with supervisors and Senior staff to ensure field and training alignment
    - Promote a supportive and engaging learning culture
    - Coordinate with state and regional training partners

  • Administrative & Evaluation Tasks
    - Maintain training logs, schedules, and records
    - Support onboarding tracking, evaluation collection, and compliance reporting

    Hiring Salary Commensurate with Experience.

Minimum Qualifications

Bachelor's degree in a Human Services field; OR, a Bachelor's degree in any field with a minimum of two (2) years of directly related experience in a human services area.

Preferred:
  • Strong knowledge of Virginia CPS policy, family services systems, and In-Home practice
  • Proven training or adult education experience with certification or formal training in: Motivational Interviewing, Forensic Interviewing, Train-the-Trainer.
  • Familiarity with OASIS, SafeMeasures, and COMPASS
  • Instructional design or e-learning content creation

Job Contingencies and Special Requirements

  • Pass pre-employment background checks to include criminal, credit, CPS/APS, and DMV. Valid driver's license and good driving record (driving records may be reviewed annually for continued qualification). Hold or obtain certifications such as CPR if required for assigned position.
  • Obtain specific training such as CPS/Foster Care/APS state training as required or desired for assigned area.
  • Bi-lingual skills in Spanish and English preferred.
