Minimum Qualifications Summary


Certification & Education



  • High school education required
  • Bachelor degree preferred
  • Holds a minimum of a SECRET security clearance
  • Possesses a valid passport.



Experience Required



  • Possess excellent work ethic, verbal and written communication skills, and be detailed and accurate in performing all administrative and routine functions.
  • Can travel CONUS and OCONUS to NSWC activities for up to a two week period by Government or commercial conveyance, as required.
  • Be able to work in an environment that is fast paced while completing multiple tasks and meeting stringent timelines.
  • Can maintain a professional bearing and be able to communicate tactfully with both military and civilian personnel.
  • Can perform data entry on computers utilizing current versions of Microsoft Windows, and Microsoft Office applications like Excel, Word, PowerPoint, Outlook, and other related programs.
  • Can maintain a clean workspace.
  • Able to exhibit professional conduct and comply with all applicable Federal, DoD, Navy and United Special Operation Command laws, regulations, instructions, directives, and policies in performance of this contract
  • Subject matter expertise on the use of the APSR, currently DPAS, and assist with data extractions and data manipulation from the APSR into editable formats such as EXCEL and MS Word, and Power BI.
  • APSR/Accountable Property Intermediate Integration Analyst
  • Three (3) years' experience providing logistics support to users of major government systems and/or logistics operations.
  • Three (3) years' experience on the deployment, use, and training with APSR peripheral equipment such as handheld terminals (HHTs), tethered scanners, signature pads, and specific label printers, or similar AIT equipment.
  • Three (3) years' experience with accountable property cataloging actions with expertise in features, functions, and capabilities within Web Federal Logistics Information System (WebFLIS), SOCOM Catalog Request Module (SOCM), Equipment Management Interface (EMI), and Federal Logistics Data (FED LOG)
  • Two (2) years' experience with executing requisitions and troubleshooting challenges within government Logistics IT systems.
  • Two (2) years' experience in executing and troubleshooting challenges in the DPAS ICP module for both Major Force Program 2 (MFP-2) and Major Force Program 11 (MFP-11) equipment, material, and supplies.
  • Two (2) years' experience with managing and implementing the unique requirements encompassing the accountability of Operating Materials & Supplies (OM&S) to include such items as inventory for resale, spare and repair parts, and clothing and textiles.
  • Two (2) years' experience with managing and implementing the unique requirements encompassing the accountability of General Equipment (GE).
  • One (1) year experience assisting in the development of business process within NSWC or equivalent SOCOM activities to support improvements to fit APSR system capabilities.
  • One (1) year experience using DPAS to support data calls and developing reports and dashboards metrics concerning property management.
  • Two (2) years' experience with features, functions, and capabilities contained within the DPAS Warehouse Management Module (DPAS WM) to include facilitating training events capturing the 'how to' process for each piece of DPAS WM functionality and how that correlates to the policy and guidance set forth in current NSWC and SOCOM instructions.
  • Two (2) years' experience with features, functions, and capabilities contained within the DPAS Property Accountability Module (DPAS PA) to include facilitating training events capturing the 'how to' process for each piece of DPAS PA functionality and how that correlates to the policy and guidance set forth in current NSWC and SOCOM instructions.
  • One (1) year experience with features, functions, and capabilities contained within the DPAS Material Management Module (DPAS ICP) to include facilitating training events capturing the 'how to' process for each piece of DPAS ICP functionality and how that correlates to the policy and guidance set forth in current NSWC and SOCOM instructions.
  • One (1) year experience with Logistics Management Assist (LMA)/Logistics Management Inspection (LMI) or equivalent inspection processes to support preparations for audits, as well as provide support to commands for inspection preparedness.
  • One (1) year experience supporting the development of property management policies, plans, and procedures and their application to commodity management requirements at the DoD, USN, NSWC, or SOCOM level.
  • One (1) year experience working with DPAS (APSR) system and its Program Office to include meeting accountable property standards as defined by the DoD, FIAR compliance requirements, and APSR peripheral equipment integration/deployment requirements.
  • One (1) year experience complying with the following accountable property guidance and/or instructions; CNSWCINST 4460.1F, CNSWCINST 5200.45, SOCOM Directive 700-2, SOCOM Directive 700-3.




Job Objective

Execute Naval Special Warfare Command (NSWC)-wide property management support.


Responsibilities


  • Shall provide continuous on-site PML support as defined in this PWS to four major NSWC property hubs (NAB Coronado; JEB Little Creek; Pearl City, HI; NASA Stennis, MS).
  • Shall assist Accountable Property Officers and Responsible Officers in the establishment and execution of monthly, quarterly, yearly, and spot inventory plans as directed by NSWC N41 Command Property Branch.
  • Shall collaborate with command assigned N4 Command Property Branch to identify assets across the clamancy that meet the Accountable Property criteria (dollar value, serial numbered items, mission critical, pilferable, etc.), including if/when those criteria change.
  • Shall assist in defining and documenting property and commodity management processes and requirements, and the audit requirements of DoD, SOCOM, Navy, and NSWC.
  • Shall assist in the implementation of Force-wide property policies and recommend local procedures to ensure compliance.
  • Shall assist Accountable Property Officers in the creation of local Standard Operating Procedures (SOP) to further compliance with NSWC polices.
  • Shall provide subject matter expertise on the use of the APSR, currently DPAS, and assist with data extractions and data manipulation from the APSR into editable formats such as EXCEL and MS Word, and Power BI.
  • Shall assist in conducting causative research on misplaced property and or APSR data discrepancies. This may involve physical inventories, research through the APSR, paper historical records, and transfer documentation verification.
  • Shall provide property program continuity by attaining in-depth knowledge of command property, locations, receipts, disposals, transfers and local property program procedures. This is to assist commands to maintain property accountability in case of the loss of accountable personnel.
  • Shall verify accuracy of transactions conducted within the APSR in the following functions: DPAS-PA, DPAS-WM, DPAS-WMA, DPAS-ICP; to include receipt, stowage, issue, transfers, and disposals.
  • Shall submit to assigned Command Property Branch best practices developed by command assigned.
  • Shall have an understanding of NSWC non-APSR commodity management systems such as: FleetFocus, COLTS, and NTCSS to assist in property accountability not part of the APSR.
  • shall assist in the transition of designated commodities and associated historical data into and out of the APSR from an NSWC designated commodity specific IT system (FleetFocus, COLTS, and DPAS).
  • Shall assist in the deployment of the APSR and the establishment of local property management program to new NSWC activities. The contractor shall assist in planning of storage location identification/layout; item inventory; cataloging; location marking; and item marking with appropriate barcode labels. The location schema shall be flexible enough to add locations as required.
  • Shall maintain a listing of DPAS SCRs and DPAS Trouble Tickets.
  • Shall research and establish APSR Stock Cards, NICs, and Size Categories for NSWC force wide.
  • Shall vet/process/submit DPAS SAAR packages for users on behalf of the NSWC N41 Command Property Branch.
  • Shall support assigned Echelon III command and its lower Echelons with researching historical archives of SWALIS, Navy DPAS PA, and current APSR transactional records.
  • Shall conduct a bi-annual review of the NSWC owned DPAS catalog for any inconsistencies regarding duplications, incorrect pricing, incorrect type asset codes, obsolete stock cards, and stock item code realignments.
  • Shall provide regular classroom training and emergent on-the-job training specific to the use of the APSR for users and custodians of Accountable Property. Training shall include all aspects of APSR utilization necessary for meeting property management requirements and auditability standards as directed by NSWC and higher authorities. This includes posting transactions (receipt, loan, transfer, disposal, etc.), use and interpretation of desktop reports, desktop inventory and inventory reconciliation functions, document upload/download, depreciation, and other APSR specific functions/capabilities required for management of NSWC commodities that may be discovered during the course of training.
  • Shall conduct OJT training sessions to a small group (one to three personnel) in the working space to ensure a level of understanding supporting operational use--to include the ability to use the APSR to conduct transactions, process inventories, access/retrieve reports and develop/execute database queries. This small group working space level
