JOB SUMMARY:

Conduct initial move-in, annual or biennial re-inspections, and special/complaint inspections of single-family homes, townhouses, and apartments to ensure compliance with federal Housing Quality Standards (HQS) for Section 8 Housing Choice Voucher Program eligibility. Apply consistent field judgments in accordance with HUD regulations, the COPHD Administrative Plan, and HCAAC procedures, and communicate decisions clearly and effectively. Be prepared to justify inspection findings using these guidelines.

DUTIES AND RESPONSIBILITIES:

  • Inspects properties for compliance with Housing and Urban Development (HUD) Housing Quality Standards (HQS)
  • Assesses HQS fail items per HUD regulations, determines who is responsible for correction, and follows HUD requirements for deadlines for completion of work in notices to participants and owners
  • Completes inspection processes timely and accurately, based on inspection performance objectives
  • Completes inspection reports and related documentation
  • Utilizes the Inspection Certification per HCAAC procedure
  • Documents efforts to bring properties into compliance and conducts follow-up re-inspections to ensure that work is completed
  • Testifies and presents evidence in administrative hearings and court proceedings
  • Provides specialized customer service for landlords
  • Assures all inspections are scheduled, performed, and inputted in a timely manner
  • Demonstrates superior seamless customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity.
  • Advises Supervisor, Manager and Managing Director immediately of any issues or complaints regarding discrimination, legal issues, etc.
  • Reports all other complaints and issues immediately to Supervisor.
  • Other duties as assigned.


QUALIFICATIONS:

  • Two years of college, business or technical school at an accredited educational institution, preferred but not required.
  • One year of experience in building inspections or in a technical trade such as plumbing, electrical, or HVAC, including some public contact work. Other combinations of experience and education that meet the minimum requirements may be substituted.
  • Position requires the use of personal vehicle for HCAAC business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license, personal insurance and have an acceptable driving record.
  • Knowledge of Federal Housing Quality Standards, building trades and construction methods, general understanding of the Section 8 program and the Landlord/Tenant Act and city agencies and departments.
  • Knowledge of and ability to use system of records, i.e. Visual Homes, Emphasys, Word, Excel, etc.

  • This role involves regular fieldwork and requires being outdoors in various weather conditions while conducting inspections at single-family homes, townhouses, apartments, and other properties.
  • Inspectors should be comfortable working independently in the field and navigating different types of residential environments.
