THE POSITION

The Department of Environmental Protection is actively looking to hire an Air Quality Program Specialist to join the Mobile Sources Section within the Bureau of Air Quality's Division of Air Resources Management (ARM). In this role, the selected candidate will be responsible for developing revisions to the State Implementation Plan (SIP) and executing strategies aimed at reducing air pollution from various mobile sources, which include vehicles such as cars, trucks, and buses, as well as aircraft, ships, trains, and even construction and lawn equipment. A strong understanding of both Federal and State environmental laws and regulations, particularly the Federal Clean Air Act and the Pennsylvania Air Pollution Control Act, is essential for achieving success in this position. DESCRIPTION OF WORK

In this position, you will be responsible for providing recommendations aimed at minimizing air pollutant emissions from mobile sources. This involves coordinating efforts with established local air pollution control programs, as well as collaborating with air pollution control initiatives from other states, regional organizations, and the Environmental Protection Agency (EPA). You will also engage with various units within the Department of Environmental Protection (DEP), alongside other agencies and stakeholders, to facilitate the implementation and management of statewide strategies that have been adopted. Additionally, your role will include the development and preparation of proposed amendments to Pennsylvania's State Implementation Plan (SIP) focused on reducing air pollution from mobile sources. This process may encompass drafting final regulations, compiling supporting data, conducting analyses, and creating relevant materials in compliance with the Clean Air Act, the Pennsylvania Air Pollution Control Act, and associated EPA and state guidelines.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of experience as an Air Quality Specialist (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year of experience as an Air Monitoring Program Supervisor (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of professional work in the control and abatement of air pollution and a Bachelor's Degree in Biology, Chemistry, Physics, Engineering, or an environmental field closely related to Air Quality Management; or
  • An equivalent combination of experience and/or training.

Special Requirement:
  • This position requires possession of a valid Pennsylvania driver's license.

Other Requirements:
  • PA residency requirement is currently waived for this title.
