THE POSITION

As a key member of the Traffic Management Center (TMC), this role is essential for ensuring the safe and efficient movement of traffic throughout the region. The employee will leverage advanced Intelligent Transportation Systems (ITS), enhance communication strategies, and implement effective incident management techniques to optimize traffic flow. DESCRIPTION OF WORK

The monitoring of various communication and surveillance systems is essential for maintaining public safety and efficient traffic management. This includes overseeing CCTV feeds, 800 MHz radio communications, police and fire scanners, and incident detection devices, while also evaluating current roadway conditions related to traffic flow, weather, and overall operational status. In the event of an incident, it is crucial to assess the area of influence and disseminate traveler information through the activation of Highway Advisory Radio (HAR) devices, Dynamic Message Boards, and Variable Message Boards. The use of advanced Intelligent Transportation Systems (ITS) software packages is integral to this process, ensuring timely and accurate information dissemination.

In addition to monitoring, it is imperative to report and alert maintenance personnel regarding highway incidents or adverse weather conditions that could pose immediate risks to public safety. Effective management of Service Patrol Vehicle activities is also a key responsibility, which involves directing these vehicles to incidents and meticulously tracking their actions. This includes notifying the State Police about abandoned vehicles that may obstruct traffic or hinder emergency response efforts. Furthermore, the activation of AMBER and MEPA Alerts is carried out as directed by the Pennsylvania State Police, ensuring rapid response to critical situations.

For special events, such as those at the Farm Show, Carlisle Fair Grounds, Hollywood Casino, and Hershey Park, an Action Event Plan must be developed to manage traffic and ensure safety. All communications to and from the Traffic Management Center (TMC) are recorded, and the functionality of all equipment, including CCTV, Dynamic Message Signs (DMS), Variable Message Signs (VMS), and HAR, is verified. Any discrepancies in the Intelligent Transportation Systems devices are promptly reported. Continuous monitoring of current and forecasted weather conditions is also essential, along with the management of the Road Closure Reporting System (RCRS) statewide to address any necessary closures effectively.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 5:00 AM to 1:00 PM, Thursday - Monday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time upon completion of probationary period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • One year of experience evaluating and coordinating information related to traffic data, incidents or conditions.
