The Maryland Department of Transportation The Secretary's Office (MDOT TSO) is seeking an experienced and highly skilled Lead/Advanced Compensation Analyst (HR Administrator IV).

The Lead/Advanced Compensation Analyst reports to TSO's Office of Human Resources, Strategy Team's Classification and Compensation Manager and is responsible for conducting strategic analysis to provide planning and analytical support for MDOT and its modes on compensation policies and programs that align with MDOT goals and objectives. This position will perform advanced work in the design, management, compliance, and administration of compensation programs and activities; compensation administration and strategy; market analysis; compensation plans, including base salary, executive pay, organizational structural alignment and equity; and other related compensation work. This position leads compensation programs and administration activities and coordinates with key TSO and modal stakeholders involving feedback, communication, project and change management, and other related collaborative work organizational wide. This position provides guidance to lower level staff.

Key responsibilities for this role include, but are not limited to, the following:

  • Designing and implementing compensation policies and programs that align with MDOT objectives
  • Leading compensation benchmark activities, including advanced market research and analysis to ensure competitiveness in the marketplace
  • Developing and maintaining salary structures, job grading, and pay scales
  • Developing and analyzing base pay market positioning and salary ranges to ensure market competitiveness and support of overall compensation strategy
  • Preparing, drafting, and assisting in presenting compensation reports and analyses
  • Drafting and executing project plans in supporting new compensation initiatives
  • Leading the development, design, and maintenance of job descriptions and evaluation process including career pathing
  • Evaluating new and existing job classifications
  • Providing recommendations for modifications of existing classification and compensation programs to support MDOT objectives
  • Developing cost and forecast models for compensation plan and design recommendations and union negotiations

The current vacancy exists at MDOT TSO located in Hanover, MD. (Anne Arundel County).

This position may allow a hybrid work schedule, including telework and on-site work hours.

Qualifications

PREFERRED QUALIFICATIONS:

Education: Possession of a bachelor's degree from an accredited college or university.


Experience:
Five (5) years of professional human resources work in the areas of either job analysis, job evaluation, salary/compensation administration, or human resources policy formulation.

The ideal candidate will possess the following:

  • CCP, SHRM-CP, SHRM-SCP, SPHR, and/or PHR certification
  • 5+ years of experience in compensation design and/or analysis work
  • Two (2) years of experience working in the State or Federal Government.

Notes:

1. Thirty graduate semester credits from a college or university in the fields of human resources administration, business administration, public administration, statistics, tests and measurements, or psychology may be substituted for one year of experience.

2. Paraprofessional or professional human resources management work experience may be substituted on a year for year basis for up to four years of the required education.

3. For employer-employee relations positions applicants may substitute the possession of a Juris Doctor or Equivalent degree from accredited school of law for up to four years of the required experience.

4. Candidates may substitute equivalent U.S. Armed Forces military service experience on year for year basis for up to four years of the required education.
