Minimum Qualifications Summary


Certification & Education



  • High School Diploma Required
  • Bachelor's of Science Degree in Statistics is preferred.
  • Possess a current/active Top Secret Clearance with SCI Eligibility
  • Lean Six Sigma Certification



Experience Required



  • At least three (3) years of experience working in a similar capacity either in a civilian, military or government organization.
  • At least three (3) years' experience working with NSW and knowledge of current courses of instruction is preferable.



Job Objective

Serve as the NSWG-8 Lessons Learned Program Manager (LLPM), Realistic Military Training (RMT) coordinator, assist in the technical writing of the annual Command Operations Report (COR) and perform minor administrative functions for the N32 Division as required.

Responsibilities


  • Be able to operate a Personal Computer (PC) with common/standard business software programs. Must be able to type using a standard keyboard to communicate through e-mail and various software applications.
  • Be proficient in Microsoft Office applications to include Word, Outlook, Excel, and PowerPoint.
  • Shall be highly organized and proficient in utilizing computer applications and related automation to support required efforts and product development.
  • Must be able to enter data into multiple databases accurately.
  • Must be able to communicate effectively, both orally and in writing, sufficient to present information or explain complex and technical aspects of research and prepare briefing papers, summaries, narratives or articles.
  • Must be capable of multi-tasking in a high stress, time sensitive environment.
  • Must be capable of effectively coordinating various products with stakeholders.
  • Must be able to work in an environment that is fast paced, completing multiple tasks, and meeting stringent timelines.
  • Must have strong interpersonal skills and be able to effectively work, individually or as a member of a team, and take the lead on select tasks, as required.
  • Must be able to walk, stand, and sit for extended periods.
  • Must be able to grasp or handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders.
  • Must be able to communicate by voice and ear over telephone.
  • Must be able to lift objects whose weight is not to exceed 50-pounds.
  • Work in a normal office environment with controlled temperature and lighting conditions, unless otherwise specified requirements by position described below.
  • May be required to travel to and between CONUS location(s) and OCONUS i.e., Hawaii, as requested. Specific places of performance and travel requirements identified in specific requirements by position.
  • May be required to respond to a wide variety of operational circumstances, including extreme weather conditions and rudimentary infrastructure.
  • May be exposed to extreme noise from turbine and jet engine aircraft.
  • May be exposed to fumes or airborne particles; may be exposed to electrical shock hazards or work near moving mechanical parts, vehicles, or aircraft.
  • May be required to board Maritime vessels and embark during their duties.
  • Perform all Discovery, Validation, Evaluation, Resolution, and Dissemination (DVERD) related activities resulting from observations, insights, and lessons learned within NSWG-8 Headquarters, supporting staff and subordinate units.
  • Performs high-level analysis through quantitative/qualitative research, independent evaluations of operations, exercises, war-games and experimentations events to assess the effectiveness of Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities and Policy (DOTMLPF-P) throughout the Command and develop standards for new and/or existing requirements to alter training or operational missions and programs.
  • Coordinates with NSWC lessons learned program manager, other NSWG's staff, subordinate commands, and NSWG-8 leadership to provide focus area study recommendations, command synchronization efforts and quarterly feedback findings.
  • Documents special project staff roles, responsibilities, organization and processes for best practices and efficiencies that support the Command's Mission and Vision.
  • Briefs and advises leadership on the effectiveness of the lessons learned (LL) findings, potential approaches, benefits for capabilityresolution, and implications.
  • Coordinates with other Military Services and interagency to synchronize NSW LL efforts, findings, and sharing of best practices.
  • Compiles After Action Reports (AAR), Executive Summaries, and Post Activity and submits to NSWG-8 leadership on a quarterly basis.
  • Maintain a SharePoint portal based electronic document library to route and archive AARs, trip reports, and issues related to the LL program.
  • Plan, develop, organize, write and edit operational procedures and manuals as required.
  • Analyze documents to maintain continuity of format and style of content.
  • Provide services as command Realistic Military Training (RMT) coordinator:
  • Receives, reviews for content and accuracy, and staffs RMT, Civilian Law Enforcement Agency (CLEA), and Environmental Assessment (EA) packages from NSWG-8 Headquarters and Echelon IV commands.
  • Maintains a SharePoint portal based electronic document library to staff RMTs and CLEAs for situational awareness.
  • Provides subject matter expertise on RMTs, CLEAs and EA requirements and answers higher and subordinate commands questions regarding the RMT process.
  • Ability to use all command approved software programs, to include but not limited to Microsoft Office Suite, Power Point, Excel, Access, email and Internet systems. Familiarity with the software programs for desktop publishing such as Photoshop, In-Design and FrontPage used within the office for preparation of historical manuscripts.
  • Must be able to travel up to 20% of the time to actively support exercises, experimentation events, war-games, and command historian collection events.
