The Building People, LLC, has a position open for a full-time Budget Analyst. The Budget Analyst serves as a key advisor on the allocation and execution of resources to support the mission of the Regional Support Command (RSC). This role involves evaluating operational programs, analyzing policies, overseeing funding execution, and developing guidance to ensure mission readiness and compliance with Army Reserve regulations.

Key Responsibilities

Resource Evaluation and Program Execution:



  • Assess adequacy and sufficiency of resources in support of RSC missions.
  • Identify and report potential issues in Operation and Maintenance Army Reserve (OMAR) program execution to leadership.
  • Prioritize requirements, compare program data against higher headquarters objectives, and recommend funding redistribution aligned with mission needs.
  • Advise on OMAR funding needs for units, activities, and operations to ensure mission success.


Budget Guidance and Funding Oversight



  • Develop and issue guidance for USAR commanders regarding mid-year budget reviews, year-end closeouts, and quarterly reporting procedures.
  • Coordinate with the Deputy Chief of Staff for Comptroller on monthly funding report submissions to USARC.
  • Reprogram support funding within authority and recommend adjustments to USARC when necessary to meet mission priorities.


Policy and Directive Analysis



  • Analyze directives, policies, and procedures affecting the RD's missions.
  • Collaborate with internal staff and division chiefs to draft and revise RD-level regulations, directives, and special instructions.
  • Ensure command instructions align with daily operations, mobilization plans, contingency operations, and training events.


Operational Impact Studies



  • Conduct staff studies to evaluate the impact of directives and operational changes on resources and mission effectiveness.
  • Present recommendations and implementation strategies to improve efficiency and compliance.
  • Lead entrance and exit briefings for operational study areas, reporting findings to senior leadership and higher headquarters when required.



Required Experience & Skills



  • 3 years of experience
  • Proven experience in resource management, program analysis, and Army Reserve operations.
  • Strong understanding of OMAR funding and DoD budget execution processes.
  • Excellent analytical, communication, and coordination skills with the ability to brief senior leaders.



Required Education



  • Bachelor's degree from an accredited college or university and a minimum three (3) years of experience
  • Five (5) plus years of related experience and/or training or equivalent combination of education and experience.
