The Building People, LLC, has a position open for a full-time Community Planner. The Community Planner is responsible for initiating, managing, and executing long-range facilities planning and construction programs for the Army Reserve. This position ensures alignment with strategic objectives and oversees all aspects of Real Property Master Planning (RPMP), stationing, space utilization, and capital investment strategies within the Regional Directorate (RD).

Key Responsibilities

Military Construction Management



  • Initiate and manage all Military Construction Army Reserve (MCAR) and Minor Military Construction Army Reserve (MMCAR) requirements.
  • Review MCAR project submissions from subordinate and tenant organizations.
  • Ensure timely submission, development, and defense of the Command's Future Year Plan.
  • Secure approval from USARC for all yearly program projects.
  • Participate in design reviews for MCAR and BRAC projects.


Real Property Master Planning (RPMP)



  • Integrate all facility-related plans and programs into the Commander's Facilities Vision.
  • Ensure RPMP aligns with TAP, USARC plans, long-range objectives, and commander priorities.
  • Incorporate training, environmental, and facility revitalization issues into planning.
  • Coordinate with HQDA, USARC staff, and subordinate commanders.
  • Conduct periodic reviews and updates to ensure alignment with goals.
  • Provide expert guidance on facility programming, design, construction, and real estate actions.
  • Lead the RSC Real Property Planning Board.


Space Utilization and Facility Efficiency



  • Conduct detailed space utilization studies to support mission requirements.
  • Analyze organizational, procedural, and economic factors to inform planning.
  • Recommend strategic facility development solutions to address changing force structure.
  • Develop innovative approaches for efficient facility operations and planning.


Force Stationing



  • Coordinate optimal stationing of forces across the RD.
  • Conduct regional analyses including demographics, site capabilities, training access, cost, and political/environmental impacts.
  • Present data-driven stationing recommendations to the Real Property Master Planning Board.


Representation and Liaison



  • Represent RSC in negotiations and meetings with HQs, other DoD agencies, and state/local governments.
  • Convene RSC Construction Requirements Boards and participate in joint state facility reviews.
  • Prepare and deliver briefings for senior leadership and diverse stakeholders.
  • Serve as a subject matter expert and key liaison for planning and construction programs.


BRAC Program Oversight



  • Lead efforts to secure additional facilities or land under BRAC programs.
  • Identify facilities for closure, consolidation, or retention.
  • Prepare justifications to retain critical installations.
  • Recommend acquisition of available facilities from other services.


Capital Investment Strategy



  • Develop a comprehensive Capital Investment Strategy to support RSC units.
  • Evaluate and recommend initiation, cancellation, or deferral of projects.
  • Allocate or advise on resource distribution to ensure mission-ready infrastructure.



Required Experience & Skills



  • 5 years of experience
  • Extensive experience in military facility planning, construction programming, and real property management.
  • Strong knowledge of Army Reserve facility planning systems, BRAC policies, and federal real estate procedures.
  • Demonstrated ability to lead multi-agency coordination, conduct strategic analysis, and present complex recommendations.



Required Education



  • Bachelor's degree from an accredited college or university and a minimum three (3) years of experience
  • Five (5) plus years of related experience and/or training or equivalent combination of education and experience.



Travel



  • Work is primarily office-based, with occasional travel for meetings, briefings, or field studies.
