Job Description:

  • The Project Monitor, Davis Bacon and Related Acts (DBRA) is a member of the Worker & Community Protections team at the Harris County Department of Economic Equity & Opportunity. As part of the Inclusive Procurements Division, the Worker & Community Protection program ensures that contractors getting paid deliver on promises they made on compensating workers, operating a safe working environment, and creating economic opportunity in communities.
  • The DBRA Project Monitor will monitor assigned projects. The Project monitor will be responsible for overseeing the daily operations of enforcing Labor Standards provisions to ensure compliance with the United States Department of Housing and Urban Development (HUD), Texas General Land Office (GLO), and the Department of Labor (DOL).


Role & Responsibilities:

  • Reporting: Coordinates with DBRA Program Manager to analyze, summarize, and prepare periodic reports required by HUD, DOL, and the Texas General Land Office. Reports include, but are not limited to, Final Wage Compliance Report, Semi-Annual HUD-4710 Reports, Formal Notices of Non-Compliance, and additional reports required by funders. Assists the DBRA Program Manager on internal and external audits and reports findings including any corrective action.
  • Administrative Duties: Perform administrative duties in reviewing and investigating compliance with DBRA requirements. Oversees contractor/subcontractor compliance with prevailing wage rates, and other requirements as specified by US Department of Labor under the Davis-Bacon Act, Harris County economic development programs and other local, state and federal programs as it relates to assigned projects. Pull and update wage determinations and ensure that the general wage decision is incorporated on all required compliance material. Review pay apps in a timely manner for compliance approval.
  • Compliance: Oversees contractor submittals and database maintenance, resolves issues, conducts face-to-face job site interviews. Maintains proper contract documentation and provides technical assistance to correct errors.
  • Project Monitoring & Job Site Interviews: Monitor/Review submitted certified payrolls, which includes reviewing, approving, or rejecting certified payrolls to include DBRA forms along with Daily Reports. Review LCPtracker submitted Labor Software System documents. Provides timely technical assistance to contractors, clients, and internal departmental staff. Conduct random project job site visits outdoors at assigned construction job site.


Required Skills:

  • Ability to manage a diverse set of activities in support of departmental objectives.
  • Ability to understand and utilize labor software systems, including LCPTracker to maintain document storage, CPR approvals, and project reporting.
  • Ability to handle highly sensitive and confidential information at all times.
  • Requires strong knowledge using various types of office-related and design software including Microsoft excel.
  • Read/comprehend written materials, write/record legible notes and accurately complete required forms.
  • Knowledge of LCPtracker, Labor Compliance Payroll software.



Required Experience:

  • Work is performed primarily indoors in a normal office environment with acceptable lighting, temperature, air conditions and noise levels
  • A large percentage of time will be spent outdoors with exposure to heat, humidity, rain, wind and storm conditions. Additionally, this role requires remaining stationary for long periods of time.
  • This role uses standard office equipment such as computers, phones, printers, and copiers.
  • This position is eligible for remote work and operates at a workstation within a professional office environment.
  • Extensive use of personal vehicle and mobile device. This includes utilizing your personal and/or county vehicle.
  • May be exposed to fluids, compounds or chemicals used in office environments and outdoor work areas.
  • Visits to indoor and outdoor work locations
  • At times, files boxes weighing up to 15 lbs. must be transported.


Required Qualification:

  • Associate Degree
  • Minimum one (1) year experience in contract compliance, construction, and/or related fields including DBRA compliance
  • High School Diploma or equivalent GED
  • Minimum of three (3) years' experience in contract compliance, construction, and/or related fields including DBRA compliance Other:

  • A valid Class "C" Texas Driver's License.
