Operating Hours: 7:30 a.m. - 4:30 p.m.

Job Description:

  • The Office of Passenger Transportation (OPT) administers MDOT's passenger transportation programs which include providing funding and technical assistance for local transit, intercity bus, and public passenger ferry service, as well as overseeing vehicle safety regulations for private passenger-for-hire buses. A portion of these duties include providing support for the employees that are providing direct support to the 135 public transit agencies in the state.
  • About the position
  • The TSS Technician will play an integral role in OPT's processes. Working closely with the Grant Management and Compliance Unit Supervisor, the Regional Project Manager Unit Supervisors and the Transportation Services Section Manager, this position is responsible for compiling and verifying data from transit agencies. The data will include reviewing electronic compliance forms, funding verification forms, and comparison of data to OPT's Job Net, Project Wise and SIGMA programs. In addition, this position will also provide administrative duties for the Transportation Services Section including scheduling meetings, spreadsheet creation, document compilation, and creating written correspondence.
  • Project Reporting: Departmental Technician will prepare as-needed reports as required by the grantee agency. This position will prepare materials to be sent to the Transportation Services Section Manager for review and submission.
  • Worksite Location & Hours -
  • Worksite is remote, but if the Departmental Tech will reside in the State of Michigan, the Office of Passenger Transportation currently meets in person one day a month in Lansing, Michigan. Hours will vary, but are generally between 7:30 a.m. - 4:30 p.m.
  • 12 months with the option of term extensions.


Role & Responsibilities:

Compiling and verifying transit data including, but not limited to, milestones, compliance, and transit vehicle inventories and payments.

  • Collect, track and update OPT Section 5311 quarterly time tracking information ensuring that details are accurate, and staff has completed reporting. Coordinate with staff regarding missing information and complete financial reporting update.
  • Obtains, compiles, and review Management Information System (MIS) electronic reports submitted by transit agencies for accurate annual drug and alcohol testing data as required.
  • Collaborate with TSS management and staff to schedule meetings.
  • Serves as technical support for confirming all awarded transits agencies authorizations have coordinating payment spreadsheets.
  • Collaborates with transit agencies to complete the Disadvantaged Business Enterprise (DBE) form when notified by DBE coordinator that the agency has used a DBE company. This task is to comply with federal reporting.
  • Follow up on tracking spreadsheets, working with responsible parties for information to ensure that the transit agency is informed of upcoming dates, and for timely submission. Coordinate with appropriate staff on letters; working with OPT Departmental Tech to obtain signatures, email full executed letter(s) to the proper personnel.


Provide technical support for the grant preparation process:

  • Assist with preparation for competitive grant packages (e.g., application, support letters, etc.). Once finalized, forward for necessary signatures, and send notification to agencies within the grant packages.
  • Works with TSS program grant managers, and program grant specialist on Federal Funding Accountability and Transparency Act (FFATA) reporting to disclose all entities and organizations receiving Federal funds through the single publicly accessible website.
  • Prepare, and assist program grant manager with obtaining approvals for all Section 5303/5304 grant approval or denial letters for transit agencies and Federal Transit Administration (FTA).
  • Notify transit agencies, receiving funding, to submit required verification forms to accurately create funding documents. Review forms for accuracy and work with transit agencies if additional information is needed.


Technical assistance to TSS staff for Job Net, Project Wise, CTRAK and Statewide Integrated Governmental Management Application (SIGMA) :

  • Collaborate with the relevant regional project manager(s) to review projects programmed in Job Net for accuracy and coordinate with appropriate staff on any needed changes.
  • Ensure that payment spreadsheets match Statewide Integrated Governmental Management Applications (SIGMA).
  • Ensure that authorizations are closed in ProjectWise, MDOT Contract Management System (CTRAK) and SIGMA.
  • Maintain vehicle inventory spreadsheets for all rural transit agencies
  • Maintain OPT SharePoint site and ensure that all documents are Americans with Disability Act (ADA) compliant
