Essential Job Duties |
Are you a detail-driven project planner with a passion for shaping outdoor spaces and driving project success? At NC State's Landscape Construction Services, we're looking for a
Planning & Programming Specialist to take the lead in coordinating and executing impactful landscape and construction projects. This is your opportunity to be part of a dynamic team that values precision, collaboration, and excellence in every project.
As our
LCS Planning & Programming Specialist, you'll play a key role in the success of our Grading and Excavation division and General Shop.
You'll oversee the entire lifecycle of landscape construction projects-from estimates and schedules to procurement and final execution-while ensuring everything runs smoothly, on time, and on budget.

Key responsibilities and duties include, but are not limited to:
- Develop project schedules, cost estimates, and manage bidding and contract negotiations
Conduct design reviews and ensure quality installation and construction of landscapes and hardscapes- Oversee all purchases, invoices, and work orders within the AiM asset management system
- Coordinate and participate in monthly BlueBeam project review sessions
- Manage projects from initiation through completion, including service agreements and scheduling
- Administer, distribute, and monitor appropriated and receipt accounts
Track budget information using AiM, Wolf Reports, and Excel- Review account spending, identify discrepancies, and coordinate corrections with relevant departments
- Generate financial reports and oversee billing and invoicing processes
- Serve as the central contact for ordering supplies, workflow updates, and customer feedback
- Notify supervisors of new work orders and status changes
- Provide training to supervisors and planners on departmental processes
Coordinate equipment reassignments and surplus procedures in collaboration with Fleet Services Analyze equipment inventory and maintenance reports; recommend surplus or upgrades- Implement electronic request formats for equipment surplus and train staff on usage
- Prepare and manage material requests, ensuring accuracy in labor, materials, and safety compliance
Attend site walk-throughs, take meeting minutes, and follow up on action items

- Position serves in a critical role and employees must work during adverse weather conditions and may be required to work even if the University is closed to normal operations

Qualifications
Minimum Experience/Education |
Bachelor's degree and one year of experience related to the area of assignment; or equivalent combination of training and experience.
All degrees must be received from appropriately accredited institutions. |
Other Required Qualifications |
- Strong understanding of landscape installation, construction materials, and maintenance practices
- Knowledge of accounting theory and financial management
- Proficient in Microsoft Office Suite, AiM work management system, and report generation tools
- Must be able to communicate effectively verbally with supervisors and the general public, and understand verbal and written instructions and other communications regarding work assignments and other matters
- Ability to interpret and apply interrelated policies and procedures
- Demonstrated ability to manage multiple projects and prioritize effectively

Preferred Qualifications |
- Experience in landscape management, budget management, invoicing, and billing
- Ability to use computer software such as Excel, Access, Word, AiM, etc. to compose reports and gather information
- Experience in management, involving landscape, turf, tree, and/or stormwater
