The Ohio Turnpike & Infrastructure Commission is seeking a Staff Engineer II - Hydraulics to work in our Administration Building in Berea, Ohio.

Examples of Duties

Duties/Responsibilities

  • Manages regulatory compliance of the Commission's Storm Water Management Plan through personnel training, continually assessing existing practices and facilities to identify means of better maintaining storm water discharges.
  • Maintains and develops standards of operations for storm water related practices and controls.
  • Develops new and/or alternative controls to improve storm water discharge quality.
  • Monitors storm water quality discharged to the Commission's storm sewer system by adjacent property owners.
  • Reviews and recommends for approval all new storm water discharge permits and manages a storm water system inventory of all storm water related facilities.
  • Assists in reviewing, coordinating and resolving construction, maintenance and environmental issues related to drainage with consulting engineers, testing laboratories, contractors, Ohio Turnpike personnel, and the Ohio State Highway Patrol.
  • Responds and investigates drainage complaints of neighboring property owners.
  • Develops construction contract plans, specifications and cost estimates for construction and reconstruction projects for Ohio Turnpike drainage facilities.
  • Reviews construction plans and specifications prepared by engineering and/or architectural firms for constructability, accuracy and completeness, and for compliance with applicable codes and policies related to hydraulics.
  • Assists in the management of long and short-term planning of field operations by providing support in regard to means, methods, and materials.
  • Provides professional level support to supervisory and non-supervisory Maintenance staff.
  • Maintains consistency and efficiency of operations, including the development, audit, and review of applicable policies and standard procedures, including but not limited to the ODNR Rainwater and Land Development Manual.
  • Performs any other duties as may be assigned by the Maintenance Engineer.

Typical Qualifications

Major Work Characteristics

  • Knowledge of federal, state and local environmental laws and regulations for storm water management and civil engineering concepts in both design and construction, including specification writing, plan review, and contract administration.
  • Ability to comprehend and interpret variety of civil engineering principles, techniques, procedures, criteria, plans, specifications and related data; define problems, collect data, establish facts and draw valid engineering/technical conclusions.
  • Use statistical analysis.
  • Cooperate with co-workers on group projects.
  • Handle routine and sensitive contacts with government officials, consulting firms, contractors and general public.
  • Plan and develop engineering projects with unique or controversial problems and/or novel engineering related concepts and approaches.
  • Knowledge of federal, state, and trade/professional regulations, codes and guidelines associated with, but not limited to, Ohio EPA, US EPA, ODOT CMS and Standard Drawings, ASTM, AASHTO, *OTC Standards, and OSHA.
  • Effectively accomplish several work assignments simultaneously.
  • Ability to resolve disputes and non-compliance issues among stakeholders.
  • Strong written and oral communication skills.
  • Proficiency in the use of surveying equipment, computer equipment, and programs including electronic drafting software (AutoCAD, Microstation), Excel, Word, and Outlook.

Minimum Qualifications

  • Bachelor's degree in civil engineering or related curriculum.
  • Must be a Licensed Professional Engineer in the State of Ohio.
  • Must possess a minimum of five (5) years' experience in a responsible position involving the management of engineering and construction personnel and/or projects.
  • Familiarity with storm water management, sediment/erosion control, and hydraulic design of highway drainage facilities.
  • May be required to achieve certification in, but not limited to, storm water management and sediment and erosion control.
  • Valid State of Ohio Driver's License.

Supplemental Information

Unusual Working Conditions

  • The predominant work environment is the office; however, must be physically capable and sufficiently agile to perform a variety of field activities, which may require climbing, walking, running and lifting, visual and auditory observations.
  • The work environment includes driving and field inspections during the day and night.
  • May be exposed to extreme weather conditions dirt, grease, dust, unpleasant odors, confined spaces and loud noises while working outdoors.
  • Must be able to navigate construction work sites on foot.
  • Some climbing of ladders or obstacles may be required.
  • May require varying work hours based upon construction season and projects.
  • Required to travel throughout the distance of the Ohio Turnpike.
