About the role

We are seeking a dedicated Environmental Specialist to ensure compliance with all applicable environmental regulations and to lead the implementation and maintenance of environmental management systems at our Haverhill facility. This role reports directly to the Facility Manager and oversees the Environmental Technician, who supports compliance reporting, data collection, facility walk-downs, and special waste tracking.

Key Responsibilities:

  • Ensure full compliance with federal, state, and local regulations, including air, solid waste, and water permits.

  • Prepare, review, and submit required compliance reports across all environmental programs.

  • Manage and interpret data from Continuous Emissions Monitoring Systems (CEMS).

  • Oversee air emissions, ash, water (stormwater, potable, wastewater), and contractor testing.

  • Identify and resolve environmental compliance issues, including necessary agency reporting.

  • Conduct and document environmental walk-downs and inspections; distribute findings to the operations team.

  • Collaborate with the regional landfill manager on permitting for landfill projects.

  • Act as the facility's primary liaison with regulatory agencies (EPA, MassDEP, Town of Haverhill) during inspections, reporting, and permitting.

  • Comply with Reworld's internal environmental procedures and support corporate audits and meetings.

  • Lead permitting efforts for new or renewed air, water, solid waste, hazardous waste, and landfill permits; negotiate conditions to maintain operational flexibility.

  • Monitor regulatory changes, engage with agency personnel, and track emerging trends impacting facility operations.

  • Manage the environmental budget and coordinate with external consultants, contractors, and testing firms to ensure compliance and cost control.

  • Respond to and document environmental incidents (e.g., emissions exceedances, spills) and report to agencies as needed.

  • Continuously improve compliance programs and integrate them into facility-wide initiatives.

  • Maintain all environmental records, permits, and documentation.

  • Deliver annual environmental training and conduct onboarding sessions for new hires.

  • Oversee and manage the facility's special waste program.

Qualifications:

  • Bachelor's degree in Environmental Science, Engineering, Engineering Technology, or a related field (relevant industrial or military experience may be considered).

  • 3-8 years of experience in environmental permitting and compliance, preferably with Title V Air Quality Compliance.

  • Familiarity with power plant or heavy industrial operations is a plus.

  • Experience with emissions reporting, monitoring, and stack testing.

  • Strong analytical skills; ability to extract and interpret environmental data using spreadsheets or databases.

  • Proficiency in Microsoft Office (Excel, Word, Outlook, PowerPoint).

  • Strong verbal and written communication skills, including technical writing.

  • Self-motivated, adaptable team player with the ability to work independently.
