DESCRIPTION OF WORK

As a Budget Analyst 2, you will perform budgetary and financial functions related to the preparation of the annual budget, rebudgets, and reports for DHS. This includes meeting with program offices, as needed, or requested, to provide information, statistics, regular fiscal interpretation, and accomplishments. Your responsibilities will involve accumulating information from our financial records system, analyzing monthly agency budgeting and accounting reports for the purpose of maintaining expenditure controls, developing budget and year end reports, and presenting reports to the executive and management staff. Reports will communicate the current status of funding versus contractual obligations and the projected year end surplus or deficit situation within each funding stream.

In this role, you will also review and approve contract modification and adjustment requests submitted by the program office. This process involves verifying that the contract, modifications, amendments, or re-budgets have been correctly entered by the Controller's Office, as well as reviewing all system conversions and adjustments to each service provider's contract. You will also be expected to prepare a projection of assigned grants on an annual basis; prepare and compile monthly financial reports, quarterly reports, and other ad hoc reports as requested; and assist in the preparations of the County grant budget for the annual budget submission. Additionally, you will serve as a liaison with different bureaus. Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to two days per week, after six months of employment. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Pittsburgh.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of experience as a Budget Analyst I; or two years of experience in technical budget administration work, and a bachelor's degree; or any equivalent combination of experience and training.
