Program Manager NTC TSC, Fort Irwin, California

Vertex, a V2X Company, is seeking a Program Manager to lead its National Training Center program. U.S. Army National Training Center (NTC) has a requirement for training services for training operations. Mission support will consist of advisory services, provision of technical expertise and system operators to ensure all facets of scheduled training are relevant, effective, and efficient. The NTC Training Support contract will provide annual training support services (TSS) for up to ten (10) rotational Brigade Combat Team (BCT) training events.

Job Description:

The Program Manager will execute the NTC Training Program at Fort Irwin, CA and other locations in the United States. The Program Manager will ensure the program is executed on time, on cost and per the terms of the contract and Performance Work Statement. The Program Manager will provide support, leadership, and oversight for an approximately 300-400-person contractor team in support of US Forces. The PM must have strong interpersonal and administrative skills coupled with expert experience within training community. The Program Manager interfaces daily with the on-site US Commander, the Operations Group command team and staff, the installation garrison staff, and the ACC-O Contracting Officer Representative. The PM participates in meetings and conferences as directed by the government customer. The PM is responsible for complete program area performance, to include oversight of contract execution, profit and loss responsibility, strategy development, business area growth and customer relationships. PM responsibilities include smaller adjacent programs.

The PM works collaboratively with cross-business advisor teams including Engineering, Supply Chain, Contracting, and Finance to solve complex problems. The Program Manager works independently and reports to the Defense Training Director in Orlando, FL.

Required Hours:

Work may include nights, holidays, and weekends on short notice. Normal workdays are Monday through Friday except approved US Federal Holidays. Contractors typically work 8 hours per day, 40 hours per week on non-training days. All services provided during field exercises may require 24 hours coverage per day.

REQUIRED QUALIFICATIONS:



  • Previous experience with US DoD training and training related services, and maintenance processes, policies and practices.
  • Twelve (12) or more years of direct work experience in program management and a bachelor's degree
  • Strong executive presence, with a proven ability to inspire a team; ability to act as a role model for team members when it comes to integrity, ethical behavior, and personal commitment to diversity, equity, and inclusion.
  • Results driven, with a strong sense of personal accountability and the passion and energy to drive continuous improvement while meeting commitments to the company and our customers.
  • Exceptional critical thinking skills, with the ability to multi-task and set priorities while simultaneously managing a large project portfolio with competing customer demands.
  • Demonstrated ability to develop and maintain strong, lasting customer relationships, inclusive of developing strong advocacy within the customer community.


  • Deep knowledge of program management processes and tools for preparation of statements of work, proposals, program planning, and the execution of complex programs, including risk management practices based on leading indicators.
  • Financial acumen, with a strong understanding of various contract types (e.g., Cost Plus, Fixed Price and Time and Material) and incentives/penalties, associated levels of financial reporting, and contract change management best practices.
  • Ability to communicate clearly, concisely, and appropriately, verbally and in writing.



PREFERRED:



  • Experience leading large, cross-functional teams (35+ people)
  • Previous experience with NTC or other large US DoD training and training related services, and maintenance processes, policies and practices.
  • Experience as a program manager on a DoD contract
  • Program Management Professional (PMP) certification from the Program Management Institute (PMI) or a similar government or industry program management certification
  • Possess military experience at the Battalion command level or above (MEL 4 Graduate)
