Qualifications

Education and Experience: A bachelor's degree in accounting from an accredited college or university or be a Certified Public Accountant. If you have an accounting degree, you must provide evidence of this degree such as a certificate of graduation or college transcripts. If you are a Certified Public Accountant, you must provide documentation substantiating that you have passed the examination and hold an active license to practice as a Certified Public Accountant.

OR

A bachelor's degree in another field of study from an accredited college or university (i.e., Finance, Insurance, Risk Management, Economics or Business). If you do not have an accounting degree, you must prove that you have successfully completed 15 semester hours of accounting including: all the following courses below plus 3 semester hours of management, 3 semester hours of finance or economics and 3 semester hours of business law. (You must provide a copy of the college transcripts to verify these courses):

  • Accounting Fundamentals (6 semester hours)
  • General Auditing (3 semester hours)
    • Alternatively, an additional 18 months of experience specific to financial examinations (for a total work experience of 42 months overall) can qualify in lieu of a General Auditing course.
  • Management (3 semester hours)
    • Note that the Management courses offered by CPCU, LOMA, and CLU will satisfy this requirement. (You must provide documentation from LOMA, CPCU, or CLU to verify this course).
  • Finance or Economics (3 semester hours)
  • Business Law (3 semester hours)
    • The three (3) semester hours of business law requirement may be met through the successful completion of the college level law courses offered by LOMA, CPCU, or CLU, may be substituted for the required semester hours (you must provide documentation from LOMA, CPCU, or CLU to verify this course).

Substitution of experience for education: Qualifying 3 or more years of experience in financial or insurance related field may substitute for the required education to a maximum of one year.

OR

A bachelor's degree with at least nine months of experience an insurance financial examiner with a credited state insurance department.

Overview

This classification has a moderate sized workload functioning at the entry/training level. This position works under direct supervision and is responsible for investigating, assessing, and analyzing insurance company risks, controls, policies, regulation compliance, corporate governance, procedures, and financial statements to assist the Insurance Department in its responsibility to assess and monitor the current financial condition and prospective financial solvency of insurance companies. The Financial Examiner Associate is expected to grow in their knowledge of insurance products, insurance operations, related laws, rules, and Statutory Accounting Principles. This position differs from that of Financial Insurance Examiner Intermediate in that the Insurance Examiner Associate does not require two years of experience as a financial examiner. The position of Financial Insurance Examiner Intermediate is assigned more complex insurance companies and procedures to examine, which may include companies with higher premium volume, larger net worth, more complex operations and/or higher examination priority rating.

*An applicant appointed to this flexibly staffed class will be reclassified to Financial Insurance Examiner Intermediate within the series after successful completion of a mandatory two-year training period; inadequate or marginal performance during the training period will result in automatic demotion or termination.

Responsibilities

1. Assists with review of insurance company information including statutory filings, financial information, etc. to gain an understanding of the company and to determine significant risks faced by the company.
2. Assists in the investigation and analysis of insurance company risks, policies, procedures, and controls to assist the Insurance Department's responsibility to assess and monitor the current and prospective financial solvency of the Company.
3. Performs assigned exam procedures utilizing the NAIC Financial Condition Examiner's Handbook and Tennessee Guidelines and documents results in audit software (i.e., TeamMate).
4. Prepares memos, notes of exam meetings, and assists with exam findings for reports and management letters.
5. Reports work findings to assigned Examiner-In-Charge.
6. Cultivates knowledge of the insurance industry, insurance processes, insurance products, enterprise risk management and risk focus examination process.
7. Acquires a basic knowledge of NAIC Financial Condition Examiner's Handbook, Statement of Statutory Accounting Principles (SSAP's), Tennessee Code Annotated (TCA), Tennessee Rules and Regulations, and National Association of Insurance Commissioners (NAIC) standards. References databases such as State Based Systems (SBS) and NAIC I-SITE.
8. Maintains professional communications with both internal and external parties including other state insurance agencies, contractors, specialists, State of Tennessee Financial Analysts, insurers, and other related customers.
9. Travels in and out of state to perform examinations.
10. Assists other Insurance Examiners as directed.
11. Attends all mandatory meetings and training. May attend conferences (ex: Society of Financial Examiners Career Development Seminar).
