POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

Under the supervision of the Rapid Response Director, the Rapid Response Proposal Manager leads all aspects of proposal development requiring quick turnaround. They also serve as a contributor/content developer and primary editor while also performing desk top publishing actions. The Rapid Response Proposal Manager develops the production schedule, compliance matrix, outline, and assigns and manages writing. They establish requirements for technical and subject matter experts and collaborate with the proposal team to develop the proposal response format and structure. With the support of Business Strategy Managers, Knowledge Management staff, and the Rapid Response Pricing Analyst, the Rapid Response Proposal Manager is responsible for the completion and overall quality of the entire final proposal response. Proposal responses and all associated proposal management and development artifacts are developed using processes in accordance with industry best-practices for proposal development (for example, Shipley/Lohfeld practices). The Rapid Response Proposal Manager is responsible for collecting all data calls and writing assignments to develop and submit complete, compliant, and compelling proposals. They exercise full responsibility and authority for the proposal development process from pre-RFP strategy meetings with capture management team through award notification, and ensure the development, production, and delivery of persuasive, on-time, compliant, high-quality proposals. Provides mentorship/direction to other proposal contributors.

Responsible for managing all proposal efforts that are deemed "Rapid Response." This includes Task Order Responses, Rough Orders of Magnitude, Sole Sources, and other quick turnaround efforts.

* Tailor proposal efforts to specific requirements; shortening and lengthening the process as necessary.

* Analyze RFP requirements; develop outlines and compliance matrices.

* Ensure the proper documentation and archiving of all proposal material using SharePoint and Salesforce.

* Prepare and manage proposal schedules, reviews, and action registers.

* Participate in strategy discussions/decisions to determine strengths (win themes, hot buttons).

* Organize proposal meetings and participate in the development and review of proposal strategies and themes, including but not limited to facilitating brainstorming, solution design, and storyboarding sessions.

* Prepare and provide data calls to teaming partners related to capabilities statements, past performance, and technical responses.

* Interview experts to gather knowledge and information to support proposal writing and development.

* Develop, communicate, and track proposal milestones.

* Conduct formal proposal reviews in accordance with proposal best practices.

* Translate technical data into meaningful customer value propositions.

* Proofread and edit material submitted by writers to ensure a quality document that reads as One Voice.

* Conduct reconciliation of comments received by reviewers to ensure that the proposal is compliant with the proposal requirements.

* Lead and conduct proposal editing, formatting, compliance checks, final proposal assembly, and delivery.

* Coach and mentor writers in the development of timely, persuasive, compliant proposal writing assignments.

* Coordinate technical efforts with operational performance groups.

* Other duties as assigned.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

* Bachelor's degree and at least 3 years as a Proposal Manager, demonstrating a thorough understanding of Government contracting and proposal processes and procedures.

* Ability to work independently with minimal guidance.

* Skills to quickly and independently schedule and manage the proposal preparation process, including the ability to understand and analyze the details of an RFP.

* Strong proposal organizational and writing skills within a structured proposal development process.

* Outstanding English communication skills (written and oral).

* Demonstrated organizational skills in conducting meetings.

* Excellent writing skills.

* Excellent time and resource management skills.

* A strong working knowledge of Microsoft Office Suite to include Microsoft Office 365, MS Excel, SharePoint, Outlook, and TEAMS.

* Basic ability to create draft graphics using MS Office tools.

* Experience in the development, authoring, editing, and production of U.S. Government proposals.

* Demonstrated experience with Federal Government's competitive proposal process.

* Basic experience with Adobe program(s) such as Acrobat.

* A demonstrated ability to develop and implement winning strategies.

* Excellent interpersonal skills.

* Ability to conduct research and generate original content.

* Ability to be flexible and adaptable while maintaining and exhibiting excellent attention to detail.

* Ability to work with people at all levels of the Company.

* Flexibility to support fast pace or changing schedules with non-negotiable deadlines.

Preferred Qualifications or Skills

* Basic knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR), and related federal regulations.

* Expert level knowledge and experience in MS Word and Desktop publishing techniques.

* Minimum 2 years of technical writing experience, ability to tailor boilerplate language to performance work statements.

* Ability to conceptualize and develop graphics using PowerPoint, Visio, or Adobe Illustrator.

* Experience using Artificial Intelligence to strengthen proposal responses.
