POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

The working schedule for this position will be based on site needs; 6:00AM to 2:00PM or 7:00AM to 3:00PM

The Visitor Control Specialist will maintain unescorted access to Bio containment, including Select Agent Registration, High Risk Suitability and enrollment in good standing in the PIADC Personnel Reliability Program.

Incumbents will be able to:



  • Understand the requirements of the DHS and PIADC Visitor Control & Authorization (VC&A) Policy and administer the PIADC Visitor Control program
  • Evaluate visitor requests (visitor applications) for thoroughness and accuracy and approve visitors in accordance with the PIADC VC&A Program
  • Determine the appropriate visitor vetting process to include criminal history checks, orientation training and biosafety training. Administer and schedule the appropriate training to visitors and new hires to include scoring and approving the requested access. Coordinate visitors and sponsors and ensure registration and escorting compliance
  • Prepare, maintain and ensure accuracy of the Daily Visitor List
  • Coordinate PIADC Ferry freight schedules and contractor needs with O&M Transportation Department
  • Provide Receptionist services for PIADC to include responding to and directing all incoming calls to PIADC main telephone exchanges
  • Evaluate needs and issue appropriate visitor documents that support use of electronic media, including video, photography and computers by visitors
  • Coordinate with the PIADC Public Affairs Officer and the Foreign Animal Disease Diagnostics Course Representative to ensure the appropriate security processing of large volume visitor groups to PIADC. Collaborate with the security force as necessary
  • Receive and receipt incoming biological packages and disposition to the appropriate PIADC staff
  • Maintain all security registers, logs, forms for future reference
  • Maintain Security Incident Report (SIR) system
  • Update and issue the daily NCIC list for visitors entering Bio containment
  • Be capable of performing assigned duties supporting the Personnel Security Specialist as directed by the Project Manager
  • Understand the requirements and mandates for identifying, safeguarding, controlling, destroying, and storing of Personally Identifiable Information (PII) and Sensitive Information (For Official Use Only) to include: - The Privacy Act of 1974; - E.O. 13556, "Controlled Unclassified Information"; - E-Government Act of 2002 (Title III, the Federal Information Security Management Act); - Office of Management and Budget (OMB) Circular A-130
  • Demonstrate reporting procedures for loss or theft of Personally Identifiable Information (PII)

REQUIRED QUALIFICATIONS AND EXPERIENCE:

Pursuant to Government Contract, you must be a U.S. Citizen.

Communication Skills:



  • Write emails, letters, memos, outlines, reports and complete requests from other DHS, USDA and PIADC contractor organizations and visitors
  • Strong interpersonal skills in both direct and telecommunications with customers and a focus on accuracy and ability to identify abnormal circumstances and take the appropriate action
  • Present information in a clear and concise manner; Provide professional responses and feedback; and effectively network and work with other government and contractor staff



Administrative Skills:

Incumbents will be able to possess and maintain a functional working knowledge of information technology applications in the following areas:



  • Email
  • HSPD-12 Credentialing System
  • PIADC Network Folders
  • Spreadsheet Tracking Programs
  • PIADC Phone System
