$48.71/hour

PURPOSE OF POSITION:

Under the direction of the Supervisor-Electric T&D, constructs, repairs, modifies, tests, and maintains electrical substations, underground networks power/communication, capacitor controllers, voltage regulators, and other related systems as assigned by management.

ESSENTIAL JOB FUNCTIONS:

1. Constructs electrical substations in their entirety or any phase of the construction process such as: digging trenches, building concrete forms, pouring and finishing concrete, erecting steel towers and structures, pulling and terminating all sizes and kinds of wire, installing equipment such as switchgear, power transformers, power circuit breakers, protective relaying systems, crushed rock, bus pipe, high voltage switches and operators, surge arresters, batteries and chargers, and any other equipment associated with electrical substations.

2. Repairs, tests, modifies, and performs preventive maintenance on all electrical substation equipment such as: switchgear, power transformers, power circuit breakers, high voltage switches, surge arresters, potential and current transformers, power cables, terminators, and any other equipment associated with electric substations.

3. Constructs, repairs, tests, modifies, and performs preventive maintenance on all equipment associated with underground network system such as: High voltage switches, pad mounted switchgear, cable termination devices, concrete vaults, vault covers, and sump pumping equipment.

4. Responsible for NERC 693 compliance testing and maintenance for substation batteries and chargers.

5. Responsible for the installation, commissioning, maintenance, and reclamation of SF6 gas and SF6 interrupting devices.

6. Performs partial discharge testing and IR scans on substation equipment. Operates various types of test equipment in order to complete the following types of testing: power factor, insulation resistance, DLRO, SF6 quality, and oil quality.

7. Inspects, troubleshoots, diagnoses and repairs load tap changer systems and components on both vacuum and arcing designs.

8. Sets up, repairs, tests, modifies, and performs preventive maintenance on all mobile substation equipment.

9. Sets up, operates, and maintains oil drying and processing apparatus.

10. Performs vacuum-fill power transformers and operates all the necessary equipment to pull the vacuum and filter the oil.

11. Repairs, tests, modifies, and performs preventive maintenance on capacitor banks and controllers, voltage regulators, and line re-closers.

12. Installs and repairs communication systems such as metallic pairs or fiber optic cables.

13. Safely operates all equipment necessary for the construction of an electrical substation such as: light trucks, bucket trucks, derrick trucks, backhoes, cranes, trenchers, skid steer, and any other equipment necessary.

14. Performs metal fabrication, welding, cutting, torching, brazing, drilling, and operation of plasma cutting tools.

15. Assists other departments within their capabilities and performs other related duties and functions as assigned by management.

QUALIFICATIONS:

Education and Experience:

* High school graduate or equivalent is required.
* Completion of, or be willing to successfully complete an accredited and approved Substation Apprenticeship program within a 24-month period or within allotted time as outlined by management.
* A minimum of two years' experience as a journey level substation electrician in the construction and/or maintenance of substations is required OR
* Three years recent experience as a journey level electrician in the construction and maintenance of a power plant or heavy industrial plant is required.
* A minimum of three years' experience with electrical test instruments, personal computers, blueprints, and diagrams is required.
* Experience working with medium and high voltage equipment is preferred.
* Experience in welding, fabrication, and/or mechanical repair is preferred.

*Experience level and position placement will be subject to the approval of the Electrician Apprenticeship Committee.

Licensing/Certification:

Must have a valid Missouri CDL, Class A including air brakes and tanker endorsement, OR:

a) The ability to obtain a Missouri Commercial Learner's Permit (CLP) within six weeks of employment AND

b) The ability to obtain a CDL, Class A including air brakes and tanker endorsement within six months of employment. This requires approximately 15 hours (total) classroom training and completion of behind-the-wheel training (hours to be determined) as required by City Utilities.

* Functions applicable to electrical work, including electrical principles and the operation of electrical equipment.
* Procedures, practices, and equipment associated with an electric power system and good mechanical aptitude.
* Safe working practices as defined by industry and City Utilities' standards.

* Successfully navigate various electronic programs including but not limited to Microsoft Office Suites, other applicable information technology applications, and self-service platforms.

* Understand the need to properly save files and maintain an organized file structure.
* Communicate verbally and in writing.
* Work courteously with customers, co-workers, and individuals in other departments.
* Maintain adherence to all company policies.

Physical Requirements:

Physical requirements include: sitting, standing, grasping, bending, squatting, reaching, balancing, twisting, kneeling, pushing, pulling, stooping, lifting up to at least 75 pound loads. Requires constant standing and walking with a certain degree of freedom to vary routine. Must be able to work within the rated capacity of the Utility's aerial lifts, ladders, fall restraint devices, and/or other job-related equipment. Must be able to distinguish color coding of wires, or other materials required by essential job functions. Must be able to distinguish each color of the EIA/TIA 598-C "Optical Fiber Cable Color Coding" standard or latest version.

Working Conditions:

Duties are performed outdoors subject to changing weather conditions. May be exposed to high and low temperatures, air contamination (e.g., dust, fumes, smoke, and toxic conditions), air vibration (e.g., driving a tractor or truck, using a jackhammer), dirty environment, awkward or confining spaces, and dangerous conditions (e.g., moving parts, electrical hazards). Works in substation switchgear, climbs steel structures, climbs extension ladders, works from aerial devices while belted off. Works in underground vaults, power stations and near high voltages.

Safety Sensitive Position:

A safety-sensitive position involves the performance of duties which may have a direct and immediate impact on the safety of the public and other public employees. This is a safety sensitive position.

Miscellaneous Requirements:

* Must be willing to work overtime during peak periods or emergencies in all types of weather and expected to work under pressure to meet various deadlines.
* Subject to Department of Transportation's Drug and Alcohol Testing Program requirements.
* Required to wear uniform clothing provided by City Utilities, including flame retardant/arc rated clothing. Management retains the right to require replacement due to wear or staining.
* Must wear appropriate Personal Protective Equipment.
* Shift work and/or overtime may be required.
* Employee must remain alert and aware of their surroundings at all times and maintain the ability to respond to changing circumstances in a timely manner.
* Must be able to work successfully with diverse groups of people.

TESTING:
Testing may be required.
