SENIOR COST ENGINEER BB&E is a full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.
Position Summary
BB&E is seeking a dynamic and detail-oriented Senior Cost Engineer to join our team, providing technical support for the Air Force Civil Engineer Center (AFCEC) located at Joint Base San Antonio (JBSA)-Lackland, TX.
Job Duties & Responsibilities
- Assist in producing independent cost estimates, review design cost estimates and make recommendations whether the cost estimate is credible and compliant with applicable UFC standards
- Provide cost analysis to include concise status of the cost performance of projects
- Provide quantitative reviews and evaluations of cost performance programs
- Assist AFCEC in the selection of cost deliverables to ensure such aspects as appropriate level of reporting, establishing metrics and cost factors, and to support data requirements
- Produce a project cost estimate in accordance with all applicable UFCs, program policy, and program business rules including accuracy standards and be adjusted to local market conditions
- Determine the MILCON Facility Replacement Cost for a facility in accordance with AFI 32- 1032,
- Assess applicable cost basis, and investigate applicable recent, relevant project data that could serve to improve fidelity of the cost estimate
- Employ applicable tools within the DOD facility engineering cost estimation software, local market analysis or other applicable industry cost estimating tools as appropriate
- Develop and provide engineering man hour and cost estimates for project support
- Perform a comprehensive validation of the designer's cost estimate, citing specific areas with questionable basis
- Where applicable, assess compliance with programming approval documents and applicable program approval thresholds
- Participate in comment resolution meetings, communicating basis and validity of any comments made to the designer of record, and provide technical assistance to the Government in adjudicating and resolving technical comments/findings
- Perform analysis to develop strategy options for facility engineering strategic planning
- Deliver technical reports, presentations, cost estimates, and other technical work products for use in support of AFCEC programs
Key Qualifications
- U.S. Citizenship and the ability to obtain/maintain a NACI/CAC is required
- Knowledge: In-depth knowledge of applicable federal, state, and/or local regulations and statutes, Department of the Air Force and Department of Defense (DoD) regulations
- Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences
- Software: Proficiency using MS Office software including Excel, Word, and PowerPoint
- Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously
Experience & Education
- Experience: Minimum of 10 years' experience within the last 20 years estimating military, federal, civil, structural, commercial, transportation, and education projects
- Education: Accredited Associate's degree or higher in design or construction-industry related field is required
Physical Requirements
- Ability to stand/walk/climb/kneel/crouch and remain in a stationary position/sit at least 60% of the time
- Ability to operate office equipment, including computer, copy machine, phone, etc.
- Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms
- Capable of lifting up to 10 lbs.
- Ability to see details of objects that are less than a few feet away
- Ability to understand the speech of another person, speak clearly so listeners can understand, and talk or hear both in person and by telephone
