MRIGlobal's Government Business Development (GBD) team provides full-service business development support to identify, qualify, and capture new business. We are looking for an experienced, self-motivated, proactive, and collaborative professional to lead our Government Proposal Management Center (GPMC). In this role you will manage a team responsible for supporting complex, multi-million-dollar proposals, including technical, cost, and other proposal volumes for government customers. You will be responsible for driving collaboration across capture and proposal teams to develop and deliver high quality, RFP-compliant and compelling proposals as well as ensuring overall adherence to the proposal process. This position will be based in either Washington DC Metro Area or Kansas City, Missouri and will report to the Vice President of Government Business Development.

Responsibilities include, but are not limited to:



  • Apply experience and best practices in team management to successfully lead the Government Proposal Management Center. Ensure team's adherence to process; delivery of compelling, compliant, competitive proposals; and foster a collaborative and productive team environment.


  • Lead and manage the full lifecycle of government proposals, across the full range of government acquisition types. Manage and be accountable for proposal compliance and the timely submission by managing and controlling all proposal activities that come through the Proposal Center.


  • Leverage expertise in process improvement to drive an effective, efficient, compliant, and repeatable process for technical and business/cost proposals. Ensure organization's adherence to the process, requirements and compliance and identify areas for improvement, including new and improved processes for business/cost volumes such as pricing strategies, Mission Support communication tools, and streamlined approval processes.


  • Interact effectively across all proposal team stakeholders, including technical, Mission Support (e.g., business development, finance, contracts, subcontracts, etc.), and leadership teams to drive successful cross-functional collaboration, effective communication, and delivery of winning proposals.


  • Ensure staff across the institute are trained in the proposal process and best practices for developing winning proposals.



Qualifications



  • Bachelor's degree in Business Administration, Communications, English, Technical Writing, or a related field.


  • A minimum of 12 years of experience in federal contracting and a strong understanding of government compliance requirements and proposals.


  • Demonstrated experience planning, guiding, delivering government complaints, winning proposals.


  • Minimum of 8 years demonstrated success developing, implementing, driving and improving processes.
  • Demonstrated experience successfully managing teams, delivering successful outcomes against KPIs, and effective communication with and decision support to leadership
  • Experience leading cross-functional teams in a high-pressure, deadline-driven environment.


  • Strong understanding of FAR, DFARS, and government procurement processes and compliance.


  • Familiarity with pricing strategies and cost proposal coordination and development


  • Possess strong time management and prioritization skills, excellent attention to detail, and good judgement in decision-making.


  • Advanced proficiency in Microsoft Word, Excel, PowerPoint, and Adobe Acrobat.


  • Experience using proposal management tools (e.g., SharePoint, Salesforce).


  • Ability to travel to and work from MRIGlobal's Gaithersburg, MD and Kansas City office as required.


  • Ability to obtain a security clearance.
