Position Title: Manager, Health, Safety, Security, Quality, and Environmental (HSSQE)

Reports To:SR Manager HSSQE

Schedule: Monday through Friday business hours and additional as needed

Location: Fort Lauderdale, FL

Position Supervised: None

Required Qualifications

Education: Bachelor's degree or equivalent marine licensed qualifications, or HSSQE or other related technical fields. Safety-related work experiences within marine transport / or other similar industrial operations may be considered in lieu of a degree.

Experience: At least five years of direct support of marine operations and/or HSSQE roles, preferably as a Manager or above. Experiences as a senior officer onboard a vessel may be considered "Manager" time.

Languages: English (fluently spoken and written)

Traits: Leads and improves the Company's Safety Management System (SMS) implementation. Demonstrates a desire to drive continuous improvement in self and others. Analytical, problem-solving, time management, project management, and decision-making skills. Ability to respond positively to customers in an effective manner. Demonstrates teamwork, interpersonal, and communication skills. Flexible to adjust to the demands and changes of operational and Company needs.

Ability to travel as necessary for projects, ability to work well with others, self-starter, proactive, flexible with work schedule, well organized. Possess or have the ability to obtain a Transportation Work Identification Card (TWIC); team-player, strong communication skills, self-motivator

Preferred Qualifications

Software Skills: Workday, ABS Nautical Solutions, or other marine support software, MS Applications, Word, Excel, PowerPoint, Teams, and SharePoint

Education: Knowledge of commercial marine operations and/or marine HSSQE regulations and standards for marine transportation operations. In lieu of commercial marine operations, experience in similar industrial safety fields may be considered.

Knowledge: Working knowledge of Auditing, Behavioral Safety Systems, Risk Analysis, Emergency Response, Incident Command, Incident Investigation, Injury Case Management, Safe Working Practices, International Maritime Regulations, Flag state, Port State, and classification society regulations.

Familiarity with OCIMF / SIRE requirements and terminology

Other: Ability to drive long distances (up to 5 hours) and/or travel by air to various domestic and foreign ports, possibly requiring overnight stays.

Ability to board vessels in port (requires using a gangway with a grade of 30-60 degrees).

Ability to climb ladders and navigate over uneven surfaces during vessel visits.

Ability to board vessels at anchor (climb a Jacob's ladder from a water taxi).

Possess good sensory perception (sight, smell, hearing, touch).

Ability to safely enter and inspect confined spaces.

Willingness to remain accessible for communication and consultation on an around the clock basis and work unusual hours, including nights and weekends as required.

Duties and Responsibilities:

Duties and responsibilities for this position include, but are not limited to, the following:

  • This position is a focal point for influencing the workforce and for managing a pool of vessels within the Company's fleet of operations to reduce and eliminate personal injuries, environmental spills, and LOCs and reduce vessel equipment damage incidents and non-compliances through administering the SMS.
  • Ensures applicable Marine Operations rules, regulations, and standards are effective and streamlined.
  • Lead marine incident investigations and root cause analysis
  • Monitors regulatory changes that impact liquid energy transportation operations.
  • Has the authority and responsibility to ensure that safety, quality, and environmental policies are followed, objectives are pursued, and that the SMS is maintained to the standards of ISO 9001:2000 and the ISM Code.
  • Maintains the SMS and feedback distribution, including:
    • Processing SMS nonconformity reports
    • Preparing and distributing Safety Alerts
    • Preparing and distributing fleet near-miss summaries.
    • Coordinating management system audits
  • Travel as needed to visit AND support fleet vessels.
  • Review and approve specific Electronic SMS and Docmap software procedures and be responsible for their implementation.
  • Communicates with various leaders and support departments on SMS performance through audit and review reports.
  • Recruitment/selection of identified HSSQE Coordinator as required
  • Perform other tasks, duties, and responsibilities as may be required or directed.
