Join Our Team as a Procurement Specialist

We are seeking a highly skilled and experienced Procurement Specialist to join our dynamic Supply Chain department. Our department encompasses Procurement, Materials Management, Supply Chain Operations, Fleet, and Warehousing. These shared service teams support both internal and third-party supplier design, construction, and maintenance of the electrical grid, generation plants, and support infrastructure. We collaborate with our business partners and external suppliers to deliver innovative supply chain solutions that offer the best total cost of ownership with minimal risk. Our mission is to provide our customers and communities with the safest, cleanest, most reliable, and cost-effective electricity, exceeding their expectations.

Role Overview:

The Procurement Specialist will be responsible for developing procurement strategies, managing sourcing (RFP), contract negotiations, and supplier onboarding/performance management for various purchasing categories including, but not limited to, substation and transmission capital equipment, telecommunications material and services, meters, vegetation management services, landscape services, locating, and rental equipment. This critical role oversees governance and strategic sourcing for approximately $200M in annual spend.

Key Responsibilities:

  • Develop and implement procurement plans and strategies to support forecasted business needs.

  • Establish and implement strategies for negotiating pricing and terms.

  • Execute complex strategic sourcing events.

  • Negotiate complex contracts in collaboration with internal legal counsel.

  • Provide in-depth analysis of procurement markets and develop long-term strategies.

  • Collaborate with internal stakeholders to achieve shared goals.

  • Preferably, candidates will have extensive knowledge and expertise in Utility Operations procurement.

Responsibilities:

  • Sourcing Opportunities and Purchasing Strategy Designs, develops, implements and refines strategic category plans for very complex spend categories; leverages industry experience and necessary stakeholders to drive for process improvement and cost savings for a sustainable and efficient source-to-pay process

  • Inventory Control May analyze stakeholder needs and coordinate development of supply lists; may prioritize and plan purchasing activities; may validate purchases and research and resolve issues; may develop and maintain purchasing documentation structure; may coordinate with other stakeholders to distribute supplies and inventory.

  • Purchasing Activities Conducts and coordinates purchasing support activities for very complex spend categories; works with stakeholders to define requirements; develops requests for proposals and information and qualifications from suppliers; determines best method for procurement; negotiates pricing and obtains best value; complies with all legal requirements and regulatory deadlines.

  • Identification of Procurement Needs and Collaboration Coordinates with senior leadership, project managers, contract administrators and suppliers to determine procurement needs for very complex sourcing initiatives; creates timelines for procurement, drafts bids and proposals; ensures timely delivery of goods and services.

  • Solicitation Process Administration Administers the solicitation process; identifies need, develops specification/scope, conducts supplier outreach, receives responses, selects evaluation committee members and coordinates evaluation committee, participates substantially in selecting suppliers and negotiating contracts, prepares recommendation for award and award notice and develops and executes contract.

  • Contract Management Oversees very complex contracts; applies extension options; monitors and rectifies contractor performance or nonperformance; composes formal notifications; monitors supplier performance reports.

Qualifications

Required:

  • Education Requires a bachelor's degree in supply chain management, business, finance or other related field or equivalent experience.

  • Experience Typically five or more years in supply chain, category management/strategic sourcing or related field.

Preferred:

  • Advanced knowledge and experience managing complex solicitations and negotiations.

  • Advanced knowledge of inventory control practices and systems (depending on area of specialization)

  • Advanced knowledge of contracting and procurement methods, standards, procedures and processes

  • Intermediate knowledge of business practices and market conditions applicable to program and technical requirements sufficient to evaluate bids, contractor responsibility and contractor performance

  • Intermediate skills in formulating sourcing strategies that accomplish performance and savings goals, anticipate potential threats or opportunities and are consistent with company goals and policies

  • Intermediate skills in negotiating contracts for goods and services

  • Intermediate computer skills using Microsoft applications (Word, Excel, PowerPoint) and enterprise resource- planning systems and record systems (e.g., PeopleSoft, SharePoint, eRecords)

  • Experience with the Coupa suite of procurement tools

  • Driving/travel/commute: Daily within service territory - Occasionally

  • Computer use (use computer regularly for entire work shift)

Environment:

  • Office

PGE supports hybrid flexible work arrangements; and will have a combination of in-the-office and working offsite. This individual must be based within 75 miles of the work location and will be required to work in-the-office at least twice a week until June 27th, 2025, and three times a week starting on June 30th, 2025. However, these arrangements may change due to business needs or changes in responsibility.

Compensation Range:

$89,175.00 - $148,625.00

Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
