About the Opportunity Reporting to the Chief Human Resource Officer (CHRO), the HR Manager will lead two HR professionals, supporting the University of North Carolina System Office and its non-campus affiliates in aligning HR practices with organizational goals. The position involves working closely with management on employee relations, overseeing payroll, time and leave, compensation and position compliance, and ensuring adherence to laws and policies. Key responsibilities include:
- Responding to and addressing requests from managers and employees to enhance daily HR effectiveness
- Leading and mentoring two HR Business Partners, providing guidance on complex issues
- Addressing performance management and employee relations concerns and promoting a positive workplace
- Ensuring compliance with current federal and state employment laws and regulations
- Analyzing HR data to inform decision-making
- Collaborating with managers to develop talent strategies that enhance team effectiveness
- Building strong relationships with internal stakeholders and HR team members to provide tailored talent solutions
This position is a hybrid work arrangement and will work at least 3 days per week at the Dillon building in downtown Raleigh's Warehouse District. The UNC System Office includes the offices of the President and other senior administrators of the multi-campus University of North Carolina System. The UNC System is a treasured public institution dedicated to serving the people of North Carolina through world-class teaching, research, and community engagement. Today, nearly 250,000 students are enrolled in our 16 universities across the state and at the NC School of Science and Mathematics. System Office staff is responsible for executing the policies of the UNC Board of Governors and providing University-wide leadership in the areas of academic affairs, business and financial management, long-range planning, student affairs, research, legal affairs, and government relations. About the Team The office of the Chief Operating Officer reports to the President of the University and is responsible for internal and campus-focused operational priorities of the University. The office provides oversight for human resources, auditing, and compliance divisions. These divisions have both an internal responsibility to the system office operation and a campus-focused coordinative /leadership role within the noted areas of expertise. The office provides advice and briefings to the President and is expected to build and foster relationships on behalf of the President and to engage with Chancellors while leveraging their expertise to further the President's strategic priorities. Minimum Education, Experience, and Skills Graduation from a four-year college or university and at least seven (7) years of progressively responsible experience analyzing, interpreting, applying, communicating and promoting HR best practices; or an equivalent combination of training and experience. Degrees must be from appropriately accredited institutions. Required Competencies *Strong knowledge of HR principles, employment laws, and compliance *Exceptional interpersonal, communication, and conflict resolution skills *Ability to effectively convey information through presentations, reports, and written communications *Proficiency in using HR metrics, data analysis, and Generative AI to inform decisions *Skilled in managing multiple projects and priorities in a dynamic, public-sector setting *Experience with enterprise HR systems (e.g., SAP/PeopleSoft, Kronos) and talent management platforms (e.g., Cornerstone, PeopleAdmin) *Proficient with technology, including HR systems, spreadsheets, databases, and Office 365 Suite Preferred Education, Experience, and Skills Experience in a higher education setting, particularly the UNC System, with in-depth knowledge of all HR systems/programs, particularly in employee relations and/or performance management. Preference will be given to candidates with experience supporting multiple departments and/or units within a School/College/Unit with an understanding of confidentiality and a thorough knowledge of UNC policies and procedures for BOTH SHRA and EHRA positions. Management/leadership experience is highly preferred.
