Under the general supervision of the Vice President of Clinical Operations, the Director of Substance Use Disorder (SUD) plans, develops, administers and manages all treatment programs within the SUD network.

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Provides high-level oversight of provider contracts related to treatment activities, ensuring proper management either directly or through delegated systems on behalf of DWIHN.
  • Provides monitoring and oversight of the substance use disorder provider network and all its services including Outpatient, Intensive Outpatient, Domiciliary Intensive Outpatient, Withdrawal Management, Recovery Housing and Residential services, Intervention and Relapse Recovery, Medication Assistant Treatment, Case Management, Intensive Wraparound, Acupuncture, and Drug Courts.
  • Serves as Recipient Rights and Member Services contact.
  • Assists in the oversight of staff and Quality Improvement planning.
  • Manages departmental and provider budgets within the framework of the approved annual budget.
  • Coordinates the monitoring of treatment providers and provides program oversight to service providers on issues involving, but not limited to, ensuring contract compliance and implementation of state/federal and local guidelines by monitoring provider's performance against contract and plan benchmarks; or oversight of systems delegated to perform such activities on behalf of DWIHN.
  • Ensures federal or state funding is certified, accredited or licensed by an organization approved by the Substance Abuse and Mental Health Services Administration (SAMHSA).
  • Ensures that agency programs or facilities adhere to SAMHSA standards and regulations.
  • Attends and conducts informational meetings with contractors and responds to contractor inquiries on a timely basis.
  • Provides supervision and oversight to the Substance Use Disorder staff.
  • Directs the strategic planning process to ensure that all relevant data is gathered, analyzed, and incorporated into the Annual Action Plan.
  • Ensures that all data is gathered and submitted to relevant funders as required by contract and/or as requested in a timely fashion.
  • Oversees grant applications, the process of securing additional sources of funding, and ensuring compliance with insurance regulations.
  • Participates in the design and development of the grant application process for competitive and formula grants to procure subcontractors, including requests for proposal development, technical assistance workshops, working with external committees and preparing contracts and contract modifications for each treatment provider.
  • Assists in the preparation of annual program budgets based on contract awards and negotiated services.
  • Reviews proposed budget requests for compliance with sound fiscal practices.
  • Monitors program funds and program expenditures internally and with contracted treatment service providers.
  • Serves as program point of contact for subcontractors and acts as the DWIHN "expert" in assigned program areas and provides technical assistance and training as necessary, or in the alternative, monitors organizations delegated to perform these functions on behalf of DWIHN.
  • Oversees the methodology, development, implementation and evaluation of outcome and cost-effective measures, data analysis and reporting of outcomes in compliance with other needs.
  • Maintains working knowledge of all relevant state/federal, and local legislation and policies related to the successful operation of programs.
  • Monitors providers for compliance with contract requirements annually and collaborates with the AMS QI Coordinator in activities as it relates to ongoing provider monitoring.
  • Serves as Grievance and Appeals Advisor, Member Services and Recipient Rights contact for SA provider networks, both treatment and prevention.
  • Addresses member concerns or grievances promptly and effectively.
  • Maintains knowledge of mental health and substance use diagnosis including the complexity of psychotropic medications in general as it relates to substance use treatment addiction, as well as mental health/co-occurring concerns.
  • Researches and maintains state of the art knowledge on substance use disorders including but not limited to treatment and recovery-based services, overdose prevention, medication assisted therapy, services for the criminal justice population, youth services, women and women with children, and engagement and implementation services.
  • Ensures treatment interventions are evidence-based and addresses the phases of recovery, level of activity, severity, disability, and motivation to address substance use and/or mental health issues.
  • Develops and expands community-based programs for SUD programs, serving as a liaison with other agencies, courts, and providers.
  • Participates in the planning and development of services, quality management, and policies and procedures for substance use disorder.
  • Collaborates with clinical teams and provider agencies to ensure members receive high-quality, individualized care.
  • Develops and implements strategies to improve member engagement in program activities.
  • Tracks member engagement and retention trends and identifies areas for improvement to ensure continuity of care.
  • Develops and provides substance use specific training for the provider network on clinical best practices.
  • Assists in the clinical oversight of SUD staff including orienting new SUD staff to DWIHN's SUD services including prevention and treatment services.
  • Participates in community needs assessments, which involve identifying the specific needs of the agency's catchment area, engaging the community to gather information about their concerns, and discussing results with local politicians and advocacy groups to help influence and develop new policies.
  • Performs related duties as assigned.

  • Knowledge of documents / regulations that govern the provision of mental health services, e.g., Medicaid Manual Mental Health and Substance Abuse Chapter III, State Plan for Medicaid, Michigan Department of Health and Human Services Quality Plan, BBA requirements and the Mental Health Code.

REQUIRED EDUCATION:

A Master's Degree from a recognized college or university in the Human Services, the Social Services, Psychology, Counseling, Social Work, Addiction Studies or a related field.

REQUIRED EXPERIENCE:

  • Five (5) years of full-time paid professional experience working in a human service, social service, mental health, or behavioral health setting.

AND

  • Five (5) years of full-time paid professional experience overseeing public contracts for large human service organizations.

AND

  • Two (2) years of full-time paid professional experience as an executive, administrator, manager or supervisor in a human service, social service, mental health, or behavioral health setting.

REQUIRED LICENSE(S).

A Valid State of Michigan clinical licensure: RN, LMSW, LMHC, LPC, LLP or PhD.

A valid State of Michigan Driver's License with a safe and acceptable driving record.

CAADC, CADC or CCS certification preferred.

WORKING CONDITIONS:

Work is usually performed in an office setting but requires the employee to drive to different sites throughout Wayne County and the State of Michigan. This position can work remotely with supervisory approval. Currently this position is primarily a remote position.
