About the Department
The Office of External Affairs, Partnerships, and Economic Development ( EAPED) works to position NC State as one of the top public research universities in the state of North Carolina and the United States. Key responsibilities of the office include monitoring, informing, and influencing public policy at the county, state, and federal levels on issues that may impact or be of interest to NC State. In addition, EAPED's strategic focus on building and managing relationships and economic development partnerships enhances local and global engagement, resulting in new jobs and investment for North Carolina.
EAPED works with a variety of internal and external constituencies to advocate for NC State in achieving its three-tiered mission of teaching, research, and extension and engagement. These constituents include, but are not limited to the following: federal, state, and local governments; businesses and industries throughout the region and beyond; UNC System Office; North Carolina Community College System; North Carolina General Assembly; Office of the Governor; Council of State; Wake County (and other counties throughout North Carolina); City of Raleigh; and NC State faculty, staff and students. To support the university's mission, EAPED aligns five areas into one organizational structure: Partnerships, Economic Development, the Small Business and Technology Development Center ( SBTDC), State and Local Relations, and Federal Affairs.
Essential Job Duties
The Assistant Vice Chancellor for External Affairs, Partnerships, and Economic Development will report directly to the Vice Chancellor for EAPED and will serve as a member of the Vice Chancellor's leadership team.
The Assistant Vice Chancellor will provide oversight and coordination of the operational and financial activities of the division, including budgetary and human resources management, data analytics/reporting, and supervision of the division's Business Officer. This position will assist in the coordination of division activities and collaborate on division projects and initiatives with the division's leadership team.

Another primary function of the Assistant Vice Chancellor role will be to engage with the Chancellor, Vice Chancellors, Deans, senior leadership, faculty, staff, and students across campus to successfully advocate on their behalf to a various group of external stakeholders, and ensure coordination of government relations interests across the University as appropriate. In addition, the Assistant Vice Chancellor will assist with the development of university legislative priorities. This includes assistance with policy and budget requests to the North Carolina General Assembly, Council of State, Raleigh City Council, Wake County Commissioners, and others, concerning issues that are critical to NC State. This position is also responsible for monitoring, informing and influencing public policy on issues that may impact or be of interest to NC State with timely reporting to campus stakeholders.

Additionally, in collaboration with the Vice Chancellor, division leadership team, and campus partners, the Assistant Vice Chancellor will develop and implement an external affairs and economic development strategy shaped by institutional priorities. This strategic approach will serve to further cultivate industry, non-profit, and governmental partnerships, stimulating economic growth, innovation, and multidisciplinary research.

Qualifications


Minimum Education and Experience
Master's degree in a related field or a law degree from an appropriately accredited institution plus at least seven years of related government relations and/or economic development experience. In substitution, a related bachelor's degree and at least ten years of related experience or equivalent combination of education and experience may be considered.

  • Demonstrated success in monitoring, informing, and influencing policy at varying levels of government and with higher education, industry, and research related organizations
  • Experience in relationship building with the ability to engage varied constituencies
  • Exceptional oral and written communication skills
  • Detail-oriented individual with strong analytical and problem-solving abilities
  • Ability to maintain a high level of discretion and confidentiality
  • Must be able to handle a fast-paced workplace environment with the ability to organize and manage multiple projects simultaneously
